objective of this procurement is to develop a national campaign to
increase the participation of bystanders in providing immediate care to
traffic crash victims. In order to reduce highway traffic deaths, the
Emergency Medical Services (EMS) Division of the National Highway
Traffic Safety Administration (NHTSA) and the Maternal and Child Health
Bureau (MCHB) have focused its efforts on the care that crash victims
receive from bystanders before the arrival of emergency medical
personnel. To assist in these efforts, NHTSA produced a National
Standard Curriculum (NSC) for Bystander Care. The Curriculum describes
the few actions that are most critical for survival from motor vehicle
crashes. In considering how the Bystander Care messages might reach
large numbers of people, the NSC advocates a much wider variety of
communication strategies (e.g. video, audio, and print) than are
commonly associated with traditional first aid instruction. The
objective of this procurement is to develop a national campaign to
implement this Bystander Care Program nationwide. This bi-lingual
campaign (English and Spanish) shall be designed to take advantage of
the potential to offer specific materials and services to state and
local organizations to increase their capacity to achieve the goals of
the Bystander Care Program. The solicitation will be mailed to those
