58 -- TRANSMITTTER PARTS POC Herman Shaw, 202-205-5414 This is a notice of intent to contract on a sole source basis. Concerns having the ability to furnish transmitter spare parts for Thomcast, Inc. transmitters noted below are requested to give written notification within thirty (30) calendar days from the date of this synopsis. The U.S. Information Agency intents to negotiate on a sole source basis with Thomcast, Inc., High Point Business Campus, 500 Horizon Drive, Suite 504, Chalfont, PA 18914 for spare parts for the following Thomcast, Inc. transmitters: 100KW, #TSW 2100; 250KW, Model #SK-53-C 250KW, Model #SK-53C-3; 500KW, Model #SK-55C-2P and 600KW, Model TMW 2600. Spare parts are needed to meet estimated annual replacement requirements for Thomcast, Inc. transmitters located at Agency relay stations in Delano, California, Greenville, North Carolina, Philippines and Sao Tome & Principe. The basis for use of other than full and open competition is 41 U.S.C. 253(c) (1), and only one (1) responsible source will satisfy the Agency requirement. Thomcast, Inc. designed, developed and manufactured the above cited transmitters. Their design includes many different components not normally fabricated for any other use. They are equipment-specific and were manufactured by, or for, Thomcast, Inc. The existence of limited rights, patent rights or secret processes make the supplies available only from one source. Various types and quantities of spare parts shall be delivered F.O.B. to the locations cited. Performance period is twelve (12) months after date of contract award. This is not a formal solicitation and concerns that respond shall furnish detailed data concerning their capabilities to furnish spare parts for each of the Thomcast, Inc. transmitters specified herein. This notice may represent the only official notice of such a solicitation. All responsilbe sources may submit offers which shall be considered. Numbered Note 22. (0123)
