a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. DAAD05-96-R-0029 is issued as
a request for proposal. This solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 90-37. The U.S. Army Garrison, Aberdeen Proving Ground,
Directorate of Contracting, Aberdeen Proving Ground, MD 21005-5001 has
a requirement for the U.S. Army Security Assistance Command for
lodging accommodations for the period 1 June 1996 through 30 November
1996. The contractor shall provide 1 1-Bedroom Apartment and 15
2-Bedroom apartments. Apartments shall be within a 2 block radius of
BDM Enterprise Integration Team, 4 Skyline Place, 5205 Leesburg Pike,
Falls Church, VA 22041. Each apartment shall be furnished, with
furniture and all accessories ready for occupancy. The accessories
shall include as a minimum: dinner plates, soup bowls, coffee cups,
dinner knives, forks and spoons, cutlery set, drinking glasses, salt
and pepper shaker, cooking spoon, spatula, can opener, measuring cups,
measuring spoon sets, mixing bowl, fry pan, sauce pan with lid, pot
holders, dish towels, dish cloth, toaster, automatic coffee maker, bed
linen, pillows, blanket, bath towels, hand towels, wash cloths, clock
radio, telephone, 19'' color television, ironing board and iron,
cloth's hangers, bathroom mat, bathroom rug, and shower curtain set.
All apartments shall be within the same building. Each apartment shall
include all utilities, cable, local phone service, parking and maid
service. The maid service shall be provided twice a month at regular,
even spaced intervals. The apartment shall include laundry facilities
located on the same floor as the apartments. The building shall include
24 hour security and 24 hour front desk service. The provision at
52.212-1, Instructions to Offerors- Commercial, applies to this
acquisition. Award of this solicitation shall be made to the low priced
technically acceptable offeror. In order to be considered acceptable,
the offeror must meet the requirements set forth above. An offeror must
quote on all items in this solicitation to be eligible for award. The
Government will award on an ''all or none'' basis. Evaluation of offers
will be based, among other factors, upon the total price quoted for all
items. A written notice of award or acceptance of an offer, mailed or
otherwise furnished to the successful offeror within the time for
acceptance specified in the offer, shall result in a binding contract
without further action by either party. Before the offer's specified
expiration time, the Government may accept an offer (or part of an
offer), whether or not there are negotiations after its receipt, unless
a written notice of withdrawal is received before award. All offerors
shall include a completed copy of the provision at 52.213-3, Offeror
Representations and Certifications-Commercial Items, with its offer.
The clause at 52.212-4, Contract Terms and Conditions-Commercial Items,
applies to this acquisition. The clause at 52.212-5, Contract Terms and
Conditions Required to Implement Statutes Or Executive
Orders-Commercial Items, applies to this acquisition with the following
additional FAR clauses: 52.203-6, Restrictions on Subcontractor Sales
to the Government, with Alternate I (41 U.S.C. 253g and 10 U.S.C.
2402); 52.203-10, Price or Fee Adjustment for Illegal or Improper
Activity (41 U.S.C. 423); 52.219-8, Utilization of Small Business
Concerns and Small Disadvantaged Business Concerns (15 U.S.C. 637
(d)(2) and (3); 52.222-26, Equal Opportunity (E.O. 11246); 52.222-35,
Affirmative Action for Special Disabled and Vietnam Era Veterans (38
U.S.C. 4212); 52.222-36, Affirmative Action for Handicapped Workers (29
U.S.C. 793); 52.222-37, Employment Reports of Special Disabled Veterans
and Veterans of the Vietnam Era (38 U.S.C. 4212) and DFARS clause
52.247-7023, Transportation of Supplies by Sea. Security Deposits, if
any, will be the responsibility of the occupant and will not be
included in any resulting contract. Telephone and Cable installation
fees, if any, will be paid at the commencement of the period of
performance. All other fees will be paid monthly in arrears. Defense
Priorities and Allocations System (DPAS) and assigned rating DOS10
applies to any resulting contract. Offers are due at the U.S. Army
Garrison, Aberdeen Proving Ground, Directorate of Contracting, Building
4118 Room 130, ATTN: STEAP-PR-CT, Aberdeen Proving Ground, Maryland
21005-5001 by 4:30 Eastern Standard Daylight Savings Time on 15 May
1996. Date shall be used as the basis for submitting an offer. All
