Contract Negotiator, (215)697-9665. Contractor Engineering and
Technical Services (CETS) in support of the following aircraft,
aircraft weapons systems, airframes, associated equipment and/or other
equipment as follows: T56 engines, Engine Monitoring System Ground
Station and associated equipment. The proposed procurement is for 52
man months of services as currently estimated by Naval Aviation
Engineering Service Unit (NAESU). The proposed effort will commence on
01 Nov 96 and will run through 31 Oct 98. This effort will be covered
by a new contract and/or a provisional extension to the current
contract. This period covers the Government's minimum needs for this
period. The solicitation will contain specification for Contractor
Field Service representatives and other representatives (i.e., AFR,
LSR) as appropriate. The place of performance is various Fleet and
Shore Activities and are specified in the solicitation as well as
U-Tapao Thailand. The eventual contract action is for services which
the Government intends to solicit and negotiate with Allison Engine
Company under the authority of FAR 6-302.1. Allison is the only
supplier of these services at this time. This firm is the Original
Equipment Manufacturer and the only known source with the required
technical and engineering expertise, ''in-plant'' support, and
requisite data base to perform the required services. This notice of
intent is not a request for competitive proposals. Interested parties
should submit, within forty-five (45) days from the publication of this
notice, specific factual data, including but not limited to: technical
resumes, corporate management experience, and other pertinent
information as so desired, to be used as an evaluation basis to
determine competence to successfully perform the required services. A
determination by the Government not to compete this proposed action
based upon responses to this notice is solely within the discretion of
the Government. Information received will normally be considered
solely for the purpose of determining whether to conduct a competitive
procurement. The Government will not pay for information received. All
