Integrated Space Technologies Demonstrations (ISTD) Warfighter-1, Draft Request for Proposal (RFP). Information regarding this acquisition is available on the Phillips Laboratory (PL) electronic bulletin board system. In anticipation of soliciting the acquisition of an advanced space-based hyperspectral sensor demonstration--Warfighter-1, the Phillips Laboratory Space Experiments Directorate (PL/SX) is releasing a draft RFP for review and comment approximately 30 April 96. The Government intends to solicit this effort on a Full and Open Competition basis. The anticipated contract is expected to be $40M-$50M. The expected term of this work is to occur from 1QFY97 through 4QFY00 with two one year options to support additional on-orbit operations. The contractor must possess a TOP SECRET Facility Clearence and be able to safeguard information at the SECRET level. One major objective of the Warfighter-1 acquisition is to demonstrate and validate the utility of selected, evolving space technologies to address critical deficiencies called out in the joint Air Force Space Command and Air Combat Command Reconnaissance and Surveillance Mission Area Plans. The anticipated scope of Warfighter-1 includes the definition, design, and fabrication of a hyperspectral payload, integration with the selected spacecraft, and space vehicle environmental test, followed by launch vehicle integration and on-orbit operations. The core of the Warfighter-1 payload will be a hyperspectral sensor, processor and software, designed to test the utility to the warfighter for near real-time visible to mid wave infrared hyperspectral data. Additional features of the Warfighter-1 demonstration are anticipated to be on-board target detection, sensor cueing and target geolocation, and on-board data filtering and processing. The successful offeror will provide the payload, spacecraft, integration, launch vehicle and any unique ground system hardware required for payload commanding, data acquisition and processing. An equally important objective is to explore new ways to field militarily significant space capabilities through leveraging of commercial assets. It's anticipated that a successful Warfighter-1 demonstration may result in future joint Government-commercial ventures, wherein both parties can satisfy their respective needs with reduced investments. Therefore, detailed knowledge of commercial space systems will be required. A Briefing For Industry (BFI) will be held on 8 May 96 at Kirtland AFB, NM Bldg 20604, 377th Air Base Wing Presentation Center from 0830-1130 hrs MST (on the East Side of Kirtland AFB). In addition to the BFI, Phillips Laboratory will hold technology briefings to inform potential bidders of the available technology at the laboratory. The technology briefings will also be held on 8 May 96 in Bldg 20604 from 1330-1630 MST. Only companies that are on the Qualified Contractors Access List (QCAL) may send representatives to both BFI and the technology briefings. The briefings will be unclassified. The BFI will address the ISTD Warfighter-1 program, the Statement of Objectives and the Systems Requirements Document. Companies planning to attend the BFI are limited to three attendees each and must provide attendees' names along with QCAL certification (DD Form 2345) to the Contract Specialist Ms Janice Olson at (505) 846-7601. Contractors will require badging prior to the start of the BFI and should submit a visit request and clearances to PL/AS, 3550 Aberdeen Ave. SE, Kirtland AFB, NM 87117-5776 FAX (505) 846-2190. Visit request receipt can be verified by phoning Visitor Control at (505) 846-7355. PL/AS is located in Bldg 414 on the West side of Kirtland AFB. The draft RFP, as a minimum, will consist of the SOO, SRD, Government WBS, WBS Dictionary, CDRLs, DIDs and Contract Sections H, I, L, M along with the directions to the BFI and the technology briefings. Comments on the draft RFP are strongly encouraged and may be addressed to the contracting officer. In addition to written comments, the program office will hold Draft RFP workshops in order to give contractors the forum to address any concerns and/or recommendations they have concerning the draft RFP documents. Workshops are to address the draft RFP and not intended as a capabilities briefing by potential bidders. Ground rules for the workshops are as follows: 1) 2 to 3 hr limit per contractor 2) contractors are limited to send no more than 12 persons to represent the team. 3) only one workshop per team 4) information or ideas gained from the workshop may be incorporated into the final RFP without notice to the contractor 5) workshops will be at the unclassified level unless approved in advanced by the Warfighter-1 program manager. Appointments for the workshops can be made by contacting Ms Janice Olson at (505)846-7601 between the hours of 0800-1600 hrs MST. Workshops will be held 9 through 14 May 96. A list of attendees for the workshop must be provided three days in advance to Ms Olson and can be faxed to (505)846-7549. Contractors will require badging prior to the start of the workshop and should submit a visit request and clearances to PL/AS, at the same address and FAX number as stated previously. PL is specifically interested in comments on the proposed contracting approach. Please submit draft RFP comments NLT 21 May 96. REQUESTS SHOULD INCLUDE THE COMPANY POINT OF CONTACT NAME, TELEPHONE NUMBER, MAILING ADDRESS, FAX NUMBER, E-MAIL ADDRESS ALONG WITH A COPY OF CERTIFIED DD FORM 2345. Proposals in response to the final RFP to be released in July 1996 will be accepted only from companies that are on the QCAL list. Foreign companies are advised that they will not be allowed to participate as the prime contractor. The research and test data produced under a resultant contract may contain Military Critical Technology List (MCTL) information whose export is restricted by the Export Control Act (Title 22, U.S., Sec. 2751, et seq.). Only those companies who are on the QCAL may receive such information. Request QCAL certification and registration from the Defense Logistics Service Center (DLSC), Federal Center, 74 North Washington, Battle Creek, MI 49016-3412 (1-800-352-3572) as soon as possible. An Ombudsman has been appointed to hear concerns from offerors and potential offerors during the proposal development phase of this acquisition. Interested parties are invited to call Col James D. Ledbetter at (505) 846-4964. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman dose not participate in the evaluation of the proposals or in the source selection process. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the contracting officer and could not be satisfactorily resolved at that level.
