This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in FAR Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation, proposals are being requested and
a written solicitation will not be issued. Offers are to be forwarded
to the following address by not later than 4:00 pm EST, 24May96: HQS
DISA, NCRCO, Code DN4, Attn: Mr. Andrias Woody, 701 South Court House
Road, Arlington, VA 22204-2199. OVERNIGHT MAIL PACKAGES MUST HAVE A
NAME AND PHONE NUMBER ON OUTSIDE OF PACKAGE FOR PICKUP (Mr. Woody,
(703) 607-4607). Any questions on the above may be directed to Andrias
Woody at (703) 607-4607. The solicitation number is request for
proposal DCA100-96-R-0044. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 90-37. The Standard Industrial Classification is 3322 and the
Size Standard is 50. The requirement is solicited on an open-market
basis for potential set-aside to small business firms. If two or more
small business firms submit responsive proposals, the requirement will
be set aside for small businesses and award made to that small
business offering the lowest price. Should fewer than two small
businesses submit responsive proposals, the requirement will be deemed
unrestricted and award made to the lowest responsive offeror. DISA has
a requirement to buy forty (40) metallic flag pole stands or bases.
DISA requests that a sample be produced first, after inspection and
approval, further production will be authorized. Each flag stand/base
to be constructed of bronze, steel or cast iron with brass plating,
polished to a bright finish and coated with a non-tarnishing compound
such as varnish or urethane. Each base must be of equal 25 pound
weight, have a diameter of not less than 11.5 inches and not more than
12 inches, have a height of not less than 6 inches and not more than
7 inches. Each flag stand/base must be the same equal dimensions
because they will be transported in separately procured
carrying/shipping cases. The brass plating will be smooth with no
imperfections from machining, castings or plating. The top center of
the base will have amounting hole to accommodate a standard flag pole,
sample will be provided, this mounting hole will hold the flag pole
secure and not allow the pole to sway or otherwise move in the mount.
Stands/bases are expected to be used between 20 to 25 years. The
Government intends to separately procure carrying/shipping cases for
the flag pole stands/bases. Delivery will be FOB Destination, all
shipping charges included in the delivered price, to an address in
Washington, DC, specific destination to be provided in the award
document. Delivery will be within three weeks of placement of the
order. Acceptance will normally be on the same day as delivery, but
will not exceed seven (7) days after receipt. The following FAR Part 12
clauses apply: 1) FAR 52.212-1, Instructions to Offerors-Commercial
((no additional instructions other than as noted above), 2) FAR
52.212-2, Evaluation-Commercial Items, Award will be to the lowest
price responsible offeror who can provide items within the delivery
schedule. 3) A completed copy of FAR 52.212-3, Offeror Representatives
and Certifications-Commercial Items, must be submitted with your
offer, 4) FAR 52.212-4, Contract Terms and Conditions applies.
Additional terms: Proposals must be in writing and submitted on or
before the due date. Fax proposals are not acceptable., 5) FAR
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders-Commercial Items, and FAR 52.212-6, Subcontracts
for Commercial Items and Commercial Components, apply to this
acquisition (All list statutes/orders are exempted). Other terms are as
follows: Payment will be made by the Defense Finance and Accounting
Service, Columbus, Ohio following delivery of all stands/bases. The
offeror's standard commercial warranty will apply. The offeror's
standard commercial packing/packaging will be used to provide for
damage-free shipment and receipt at destination. The assigned rating
under the Defense Priorities and Allocation System (DPAS) is DO-A7.
