Specialist, at (404)842-6553 This is a combined synopsis/solicitation
for commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued. The
solicitation number is 96-100(N) and is issued as a Request for
Proposal (RFP). The solicitation and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 90-37.
The standard industrial code (SIC) is 3829; the small business size
standard is 500 employees. Line Item 001: matrix-assisted
laser-desorption time-of-flight (MALDI-TOF) mass spectrometer. Optional
Line Item 002: Nd:Yag laser with crystals and lenses suitable for
operation at 266 and 355 nm. Optional Line Item 003: Nd:Yag laser with
crystals and lenses suitable for operation at 266, 355, and 10,600 nm.
Alternate Line Item 004: System as described in Line item 001 except
utilizing a Government-furnished Sun SPARC 10/30 computer. I. DESIGN
SPECIFICATIONS. A. The analyzer/detector components shall have: (1) an
effective linear drift length of at least 1 meter; (2) a
high-transmission, gridless, electrostatic ion reflector with
independent linear and reflected detectors; (3) the ability to operate
in linear (with up to at least 25kV accelerating voltage) and
reflector modes, with positive and negative ion detection; (4) an
integrated high-speed digitizer (at least 1 GHz) with real-time display
update on host computer; (5) hardware/software to permit scanning of
post-source-decay products; (6) hardware/software for delayed ion
extraction, with operator-selectable delay time and pulse amplitude;
(7) hardware/software for collision-induced dissociation at
operator-determined collision gas pressures; (8) hardware/software to
support selective gating for ions entering the analyzer, so as to
permit MS/MS mode of operation. B. The laser system shall: (1) comprise
a pulsed (4 nanoseconds or less) nitrogen laser (337 nm); (2) permit
operator control (via computer) for continuously variable laser power
levels; (3) be designed to permit use of alternative lasers (see
optional line items 002 and 003). C. The vacuum system shall employ:
(1) dual turbo molecular pumps (operating to at least 10-7 Torr) for
the analyzer region; (2) a separate vacuum pump for the source/sample
region. D. An automated sample introduction system which accommodates:
(1) at least 25 discrete samples; (2) arbitrary access to any x,y
position on a continuous target to allow analysis of membrane-blotted
samples; (3) a televisual system for observing the sample target; (4)
an automated vacuum interlock for sample introduction. E. Data System
Hardware/Software shall: (1) include a built-in computer system with
real-time operating system to interface with the high-speed detector
and control elements in the instrument; (2) include, as operator
interface, a second computer based on a POSIX-compliant operating
system (NOTE: Line Item 002 contemplates use of a Government-furnished
computer as operator interface, with the vendor providing and loading
the necessary software only); (3) provide at least 32 MB RAM, 1 GB
disk drive, 17'' color monitor, and an ethernet interface (available
for connection to an external network) on the computer with which the
operator interfaces; (4) provide a user-friendly interface to all the
control functions of the spectrometer; (5) update data in real-time as
they are captured by the built-in computer; (6) provide a
user-friendly, windowed software package for data analysis and
manipulation; (7) allow data analysis/manipulation from remote,
networked terminals. II. PERFORMANCE SPECIFICATIONS. This instrument is
intended primarily for the analysis of peptides, proteins and nucleic
acids. Using samples representative of these classes of compounds,
demonstrate that an offered instrument meets or exceeds the following
performance criteria. Supporting data must be presented in a format
that allows independent evaluation. A. Using protein or peptide samples
demonstrate that the instrument achieves: (1) a mass range ) 300 kDa;
(2) a mass accuracy of +/- 0.05% or better in linear mode with internal
calibration and +/- 0.2% or better with external calibration; (3) a
mass accuracy of +/- 0.01% or better in reflector mode with internal
calibration and +/- 0.05% with external calibration; (4) stability of
external calibration over a time period of several hours; (5) a
resolution of 12,000 for multiple samples in the low-mass range (e.g.
2000 - 6000 m/z) (that is, near-baseline resolution of isotope
mixture); (6) a resolution of 80 in the high-mass range (e.g. ) 65,000
m/z); (7) amplitude data collected from the same sample in linear and
reflectron modes, showing an efficiency of reflectron transmission of
at least 85%; (8) a gating (see specification I.A.8) resolution of
125; for example, when set to pass 1000 m/z the gate rejects masses
outside of the range 996 to 1004; (9) a resolution for daughter ions
comparable to that achieved with a parent ion to which the spectrometer
is optimally tuned. B. Using oligonucleotide samples demonstrate that
the instrument achieves: (1) isotopic resolution in a low-mass range
(e.g. 10- to 20-mer); (2) a resolution of 1,200 in a high-mass range
(e.g. 25- to 60-mer). The contractor shall provide full warranty
coverage for the instrument for a one year period after installation.
The contractor shall provide on-site training in operation of the
equipment following installation. Training shall be a minimum of three
(3) days for four (4) people. Delivery shall be made FOB destination
within 150 days of contract award. Delivery and installation shall be
made to 1600 Clifton Road, Building 5, Sub-Basement Room 11, Atlanta,
GA 30333. Acceptance shall be at 1600 Clifton Road, upon completion of
installation, demonstration and training. Payment terms are 80%upon
completion on installation and demonstration of compliance with
specifications, and 20% upon completion of training. The provision at
FAR 52.212-1, Instructions to Offerors--Commercial Items is applicable
without addenda. The provision at FAR 52.212-2, Evaluation--Commercial
Items is applicable. Technical merit and past performance, when
combined, are significantly more important that cost or price.
Evaluation of technical merit will include whether the offeror has
demonstrated compliance with the stated requirements as well as
flexibility of design, over-engineering with a view to support future
enhancements and demonstration of quality of analytical results.
Offerors must include a completed copy of the provision at FAR
52.212-3, Offeror Representations and Certifications--Commercial Items
with all offers. The clause at FAR 52.212-4,Contract Terms and
Conditions--Commercial Items is applicable. The following additional
terms and conditions are included by addenda: FAR 52.214-34, Submission
of Offers in the English Language (APR 1991); FAR 52.214-35, Submission
of Offers in U.S. Currency (APR 1991); FAR 52.225-10, Duty-Free Entry
