This is Part 2 of Request for Proposal F33657-96-R-0024 for the C-137 Replacement Program (VC-X). Part 1, describing the program's technical requirements, is contained in the preceding CBD announcement. This part contains the instructions to offerors and evaluation factors. This solicitation incorporates provisions and clauses in effect through FAC 90-37. The applicable small business size standard is 1500, IAW FAR 19.303(a). The SIC code is 3721. The provision at 52.212-1, ITO-Commercial, applies to this acquisition and is amended as specified in this solicitation. Each offeror will be afforded up to one 8 hour day at Wright Patterson AFB, OH toorally present an overview of their technical proposal toand implementation plans to meet RFP requirements and satisfy the evaluation criteria specified herein and implementing plans to meet RFP requirements. In addition to this presentation, each offeror is required to submit 3 volumes (5 copies each) as follows: I- - Contracts for Acquisition and CLS, to include offeror's proposed SOW, specifications, CDRLs and requirements/proposal cross reference matrix, II - Relevant Past Performance which shall include the last two years of contracted versus actual delivery dates for the same aircraft, maintenance and sustaining support (CLS) as are being offered and the last two years of FAA audits of production, alteration and repair station certificates, including corrective action and FAA closure. III - Acquisition and CLS Pricing. Offerors should comply with FAR 12.209 in developing and submitting Acquisition/CLS costs in Volume III-Price. The basis for award will be IAW FAR 52.212-2. The following is inserted into paragraph (a): ''The source selection will be conducted IAW AFFARS Appendix AA streamlined procedures and the AFMC Supplement thereto. Award will be made to the offeror who is deemed responsible IAW the Federal Acquisition Regulation (FAR) and whose proposal conforms to the requirements of this solicitation and is judged to represent the Best Value to the Government. The Government will consider offeror substantiated trade-offs in RFP aircraft performance requirements in the context of the Best Value framework of this source selection. To arrive at Best Value, the SSA will consider the following Specific Criteria, Cost Criteria and General Considerations described below:. SPECIFIC CRITERIA: Integrated Management Framework Area (IMF), with factors of Systems Management and Logistics Support. Both factors under IMF are of equal importance. COST CRITERIA: Price and related support documentation for justification of price(s)Area 2, Price. areasGENERAL CONSIDERATIONS will be the offeror's compliance with RFP terms and conditions. Failure to comply with RFP Terms and Conditions may result in the offeror being removed from consideration for award. IAW FAR 15.605(d)(1) the specific criteria and general considerations, when combined, are approximately equal to price. However, price will contribute substantially to the selection decision. The following ASSESSMENT CRITERIA will be applied, in conjunction with the approved standards, against the specific criteria, with the exception of price: (1) Understanding and compliance with requirements refers to the extent the offeror's proposal satisfies and meets minimum requirements stipulated in this solicitation. (2) Soundness of Approach refers to the extent of the offeror's adherence to sound practices and the offeror's approach to accomplish specific tasks. The Government will perform the following RISK ASSESSMENTS: (1) A Proposal Risk Assessment of the risks associated with the offeror's proposed approach to accomplish RFP requirements. (2) A Performance Risk Assessment based on the offeror's relevant past and present and past performance. The offeror furnished data of the contracted versus actual deliveries and results of FAA inspections of manufacturing, modification, O&M processes, as appropriate, shallwill be used in arriving at a performance risk assessment for the IMF area. Performance Risk will be reported at the area level. GENERAL CONSIDERATIONS of the evaluation will be the offeror's compliance with RFP terms and conditions. Failure to comply with RFP Terms and Conditions may result in the offeror being removed from consideration for award. IAW FAR 15.605(d)(1) the evaluation factors and considerations, when combined, are approximately equal to price. However, price will contribute substantially to the selection decision. SCOPE OF THE EVALUATION: A color/adjectival rating, a proposal risk assessment, and a performance risk assessment will be assigned. Each of the factors in the IMF area will receive a color/adjectival rating and a proposal risk assessment. Each area, IMF and Price, will receive a performance risk assessment. When the integrated assessment of all aspects of the evaluation is accomplished, the color/adjectival ratings, proposal risk assessments and performance risk assessments are all considered equally, any one of these considerations can influence the SSA's decision. Within each area and/or factor the color/adjectival rating, proposal and performance risk assessment will be considered in making the integrated source selection decision. Proposal and Performance risk are no less significant than the color/adjectival rating, and any one of these aspects may impact the final source selection decision. The IMF area will be evaluated on how effectively the offeror's proposal meets the technical, support and management requirements of this RFP and will address the adequacy of the offeror's proposed specification(s) and SOW. Much of the evaluation will focus on changes to existing, proven system performance and requirements which are peculiar to the USAF. Specifically, proposal adequacy will be evaluated using the following factors: (1) Systems Management. The system will be evaluated on operational effectiveness as an individual system and as a fleet in meeting the requirements of the RFP. The contractor's flowdown of requirements to SOW, specifications and aircraft qualification program will be evaluated. As well, the offeror will be evaluated on their implementation of the IPD (to include their approach to integrated planning and proposed insight for the government into program status, progress, metrics, etc.) philosophy and their overall approach to delivering an RFP compliant VC-X system on schedule. (2) Logistics Support. The offeror will be evaluated on their approach to ensure the logistical support infrastructure is in place with the aircraft to support the VC-X once initial deliveries are made and planning efforts are established prior to aircraft delivery. This includes evaluating plans to ensure techniccommercial manuals/data, spares, en-route support, time change items, warranty items, consumables, support equipment, minimum facility requirements, and packaging, handling, storage, and transportation needed to support the aircraft are identified, adequate, and ready for use at Andrews AFB, MD. The offeror's approach for training of Air Force personnel will also be evaluated. Additionally, the offeror's approach to providing heavy maintenance, aircraft strip and paint, modification and inspection, over and above tasks, and configuration management will be evaluated. The offeror's approach to providing technical support through field service representatives will also be evaluated. PRICE will be calculated as the sum of the total price proposed for basic requirements (basic award) and all options. Unrealistically priced proposals may be grounds for eliminating a proposaleliminated from competition. Price proposals will be evaluated to ensure, (1) Realism-: (1) Realism - The price and scope of work are compatible. (2) Reasonableness - The estimating methodology is acceptable. (3) Completeness - Responsiveness in providing all RFP requirements and traceability of prices. Realism, reasonableness, and completeness shall be determined IAW the procedures at FAR 12.209.'' Offerors must include in their proposal a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. Two contracts will be awarded: one for lease/acquisition of VC-X aircraft and one for associated contractor logistics support. The VC-X aircraft lease/acquisition model contract period of performance is FY96-03. All options (lease/buy) should be FFP. Offerors shouldall propose CLINs for the preparation and delivery of aircraft for leasing, leasing of aircraft, option to purchase leased aircraft and data. The VC-X contractor logistics supportCLS model contract period of performance is FY96-05. A (all options should be FFP w/ EPA provisions beginning in option year two.4).4 CLINs should be proposed for non-recurring effort during phase-in requirements based upon offeror's proposed aircraft delivery schedule for pre-operational support, base activation, and interim contractor support. CLINs should be proposed for the following recurring effort: contractor logistics support, contractor provided spares (including tools and support equipment), repair and replenishment of spare inventory, field service representatives, data, heavy maintenance inspections, aircraft paint, and provisions for over and above--both labor rates and material to include firm fixed price per occurrence items, such as engine overhauls and other major time change component items. The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. Each offeror's proposed commercial terms and conditions will be addenda to 52.212-4. Acquisition contract: oThe Lease/buy Contract: Offerors shall propose provisions which provide for (1) leasing of aircraft on a Government Fiscal Year (GFY) basis, (2) an option to buy the aircraft on a monthly basis starting at contract award (estimated 01 Jul 96), (3) the cancellation of aircraft lease on a monthly basis starting at contract award, (4) commercial warranties, (5) commercial title and risk of loss, (6) commercial lease payments, (7) commercial data rights, (8) commercial inspection and flight test, and (9) commercial delivery and acceptance of leased and purchase aircraft. CLS Contract: Offerors shall propose provisions which provide for (1) options to purchase the contractor owned spare/SE inventory, (2) provisions to accommodate a ''mod-block'' program concept as well as changes to contractor furnished/owned baseline inventory (spares/SE), (3) provisions to provide thefor support requirements unique to the SAM/VIP mission such as compliance with restrictions on publicity, drop-in maintenance, acceleration and compression, base support, and commercial paint warranty and acceptance criteria (4) FFP schedules tailored to offeror's delivery schedule and maintenance plans including per occurrence items. The clause at 52.212-5 applies to this acquisition with the following FAR clauses applicable to this acquisition: 52.203-6, 52.203-10, 52.219-8, 52.219-9, 52.222-26, 52.222-35, 52.222-36, and 52.225-3. The clause at DFARS 252.212-7001 applies to this acquisition with the following DFARS clauses applicable to this acquisition: 252.219-7003, 252.225-7001, 252.225-7012, 252.225-7014, 252.227-7015, 252.227-7037, 252.233-7000 and 252.249-7001.
