of the proposed Federal Building - National Oceanic & Atmospheric
Administration (NOAA), in the vicinity of Boulder, Colorado. The
proposed project and location are subject to an Environ- mental Impact
Statement (EIS) which is currently in process, and will proceed only
if the Recrord of Decision recommends constructing the project The
proposed NOAA Building will contain approximately 236,500 occupiable
square feet (372,000 gross square feet) of space which includes
laboratory, computer, office, conference, machine shop, and other
space. Estimated construction cost is between $40 Million and $50
Million. The procurement will be accomplished by use of the ''Two-Step
Sealed Bidding'' procedures. Step one requires offerors to submit a
technical proposal without pricing. The Government will evaluate and,
if necessary, discuss the technical proposal with offerors to determine
the acceptability of the services offered. All responsible sources may
submit a techical proposal which shall be considered by the Agency.
The request for Technical Proposal (RTP) will be issued to interested
offerors o/a May 21, 1996. Technical proposals will be submitted to GSA
approximately 30 days later. Interested Offerors must request the RTP
from GSA at the address listed in this notice. A pre-posal conference
will be held approximately two weeks following the issuance of
technical solicitation, to explain or clarify the requirement. All
offerors will be required to meet the following minimum requirements:
(1) Prime Contractor and major Subcontractors must be licensed with the
State of Colorado and experienced in working in the State of Colorado.
(2) Prime Contractor's license has not been suspended or revoked
within the last six (6) years. (3) Prime Contractor's surety has not
been required by owners to complete work since January 1, 1990. (4)
Notarized statement from Surety(ies) indicating current available
bonding capacity between $40 Million and $50 Million, and will provide
bonding of the project in the event that the offeror is awarded the
project. The following evaluation factors in descending order of impor-
tance will be used to evaluate technical proposals received: (1) Past
performance of Prime Contractor. (2) Qualifications of key Personnel.
(3) Management/Schedule/O&M Capabilities. Technical proposals will be
evaluated for acceptability/ and a competitive range will be
established. Step Two of the ''Two-Step Sealed Bidding''
Proceduresinvolves the submission of sealed bids by only those firms
who have been determined most tech- nically qualified under step-one.
If the Record of Decision recommends constructing the project, firms
within the competitive range will be requested to submit a sealed bid.
The plans and specifications will be available after the EIS Record of
Decision if the record of Decision recommends constructing the project.
The plans and specs will include options for a construction period of
18 months, as well as other options. The fee for plans and specs will
be $500 for full size drawings and $125 for half-size drawings, and is
non-refundable. The proposed project and location are subject to an
Environmental Impact Statement (EIS) which is currently in process, and
will proceed only if the Record of Decision recommends constructing the
project; if that occurs, award is anticipated o/a August 30, 1996.
