878-2900. The Aviation Applied Technology Directorate (AATD) proposes
to negotiate a product improvement program entitled ''Remote Monitoring
for the Flexible Engine Diagnostic System (FEDS),'' on a noncompetitive
basis with Howell Instruments, Inc., Fort Worth, TX. The FEDS is
already equipped with a Howell Instruments' Automatic Engine Data
Acquisition Test System (AEDATS), which allows for the recording and
reduction of data, and the display and correction of engine parameters.
With remote monitoring capabilities, the FEDS engineer shall provide
updates to the fields and assist the field in troubleshooting engine
and test system problems. The AEDATS hardware is capable of providing
remote monitoring and communications functions. However, the software
is currently not available for these functions. The objective of this
effort is to program and upgrade the existing software necessary to
provide a remote monitoring and communication capability for the FEDS.
Also, as an option, Howell Instruments, Inc. shall be asked to develop
an Automated log book for the FEDS. The automated log book will track
and record maintenance actions and store a record of the calibration.
Howell Instruments, Inc., is the only available source; however, all
responsible sources may submit a proposal which shall be considered.
