Survivability/Lethality Analysis Directorate (SLAD), White Sands
Missile Range, NM, is seeking an educational or other nonprofit
institution or a federally funded research and development center with
capability and expertise to provide Electronic Warfare Vulnerability
Assessment Research, Develpment, and Engineering required to support
SLAD in its Electronic Warfare Vulnerability Assessment (EWVA) program.
The EWVA Program has undergone a very large expansion due to the
increased military use of the electromagnetic (EM) spectrum,
incorporation of Electronic Warfare (EW) into new Army warfighting
doctrines such as Information Warfare (IW), Command Control Warfare
(C2W), intelligence preparation of the battlefield, major Army thrusts
resulting from FORCE XII (digitization of the battlefield, large scale
computer supported exercises, virtual and constructive concepts, etc.),
and more emphasis on survivability in the Army's modernization porgram.
The required research, development, and engineering are in the
following five functional areas: Theoretical studies and analyses;
predictive measurement techniques; advanced EW concepts; data
collection, reduction, and analysis techniques; and special
hardware/software. The typical research and development efforts
performed shall support SLAD's EWVA methodologies and techniques, but
shall not be limited to these. Firms should have appropriate background
capability and expertise in these areas. The proposed contract is
expected to be a cost-reimbursement type contract. The performance
period contemplated is for a three-year basic period with two one-year
options. All effort will be assigned via task orders. Interested firms
must submit in accordance with numbered Note 25, the particulars of
their experience, capabilities, and background pertinent to this
program. The closing date of submission of particulars is 15 days after
publication of this synopsis. Firms responding must indicate size
status as appropriate. Respondents of this notice will not be notified
of the results of the evaluation of information submitted. Since no
other information is available for release regarding this procurement
at this time, telephone requests will not be honored. This synopsis is
for information and planning purposes only, and does not constitute a
solicitation for bids or proposals, and is not to be construed as a
commitment by the Government. The Government will not pay for any
effort expended in responding to this synopsis. No solicitation
documents are available at this time. The US Army reserves the right to
