The Naval Research Laboratory(NRL) has a requirement for research and development services in support of various space system projects ongoing at the Naval Center for Space Technology in Washington, DC. The work includes: the development of hardware and software products for satellite and avionics communication and control systems, the development of studies to determine the design requirements of future systems and the provision of maintenance for existing systems. The principal place of performance is the Naval Research Laboratory in Washington, D.C. An NRL satellite and communication test bed facility must be used to develop the majority of the hardware and software designs and to evaluate satellite and communication systems. The facility uses the Adious/Pious software system developed by NRL for host computer support. The statement of work will be included with the solicitation. Offerors must demonstrate experience and an ability to provide qualified personnel. Prior to contract award, a contractor must have a secret facility clearance, secret storage capabilities, and personnel available with DoD granted clearances commensurate to the level of access required to perform. The Government anticipates awarding an indefinite quantity indefinite delivery cost contract with a 60 month life. Telephone requests for the solicitation will not be honored.
