Notice of intent to negotiate with Motorola Inc., on a sole source basis for the purchase of encrypted communications equipment. The system configuration includes SABER IW/IS and Fascinator Encryption, H99QX (System SABER I), l06H (UHF-HIGH Power), H223 (Intrinsically Safe), H796 (Fascinator Encryption), H124 (Heliflex Antenna). It is the Government's belief that Motorola Inc., is the only manufacturer capale of meeting the minimum needs of the Government because Motorola owns and proprietary rights to the system software. Interested vendors who feel they are capable of meeting the Government's minimum requirements and are interesting in participating in this solicitation shall submit detailed technical data/descriptive literature of the products they intend to propose and pricing information within l5 calendar days from the publication date of the synopsis. Technical Data and Descriptive literature must be detailed enough to elaborate the Contractor's understanding of the Government's requirement. Information received as a result of this notice of intent will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement for competition based upon responses to this notice is solely within the discretion of the Government.
