SHIVERS, 202-231-2134 The Virginia Contracting Activity, on behalf of
the Department of Defense, Office of the Inspector General (DOD-IG),
Defense Criminal Investigative Service (DCIS), intends to procure on a
full and open competition basis, ballistic resistant undergarments,
hereafter referred to as a ballistic vest. The ballistic vest must
provide front, side, and rear upper torso coverage. It must be
lightweight, flexible and capable of being worn continously for
eighteen (18) hours or longer at a time. The ballistic vest must meet
the following minimum requirements: (1) The ballistic vest must be a
National Institute of Justice (NIJ) approved Level IIIA ballistic vest.
(2) The weight of the ballistic vest must be less than one pound per
square foot. (3) The ballistic vest must be constructed from extended
chain ultra-high molecular weight polyethylene fiber. (4) It shall be
in both a woven flexible polyethylene fabric and flexible polyethylene
film. The polyethylene fabric shall be a 180 Denier with fiber
tenacity of 38 grams/denier and a nominal pic count of 49 X 49. (5) The
ballistic vest must be manufactured by an ISO-9001 certified
manufacturer. Certification must include the design stage through post
certification quality control and after sales servicing. (6) The
ballistic vest must be tested by an independent third party laboratory
prior to delivery. (7) The ballistic vest insert shall be constructed
from forty-three (43) layers of woven flexible polyethylene fabric and
ten (10) flexible polyethylene film. (8) The ballistic vest must
include a carry bag and two (2) comfort T-Shirt, undershirt, to be worn
under soft body armor. This is not a Request for Proposal (RFP). The
RFP is scheduled to be released on or about May, 31 1996. All
interested sources shall submit a written request for solicitation
package MDA908-96-R-0026, to the attention of Herman T. Shivers,
DAP-2(IG), at the address above, within 15 days from the date of this
publication. No telephone requests will be accepted. Type of contract
anticipated is a Firm Fixed Price Indefinite Delivery/Indefinite
Quantity (IDIQ). Duration of the contract will be a base year and two
