Glitz, (301) 443-4980 The Center for Substance Abuse Treatment,
Substance Abuse and Mental Health Services Administration, Department
of Health and Human Services contemplates awarding a four year cost-
reimbursement contract. Award of this requirement is subject to the
availability of Fiscal Year 96 funds. The purpose of this contract is
to assist the States and Territories in addressing their needs to
improve services to alcohol and other drug (AOD) abusers by better
coordination of AOD and public health treatment by: (1) providing
direct training on methods of maintaining confidentiality of patient
records while maximizing collaboration with other health care providers
and (2) developing written guidelines on various aspects of
confidentiality. The offerors must demonstrate understanding of the
needs of the AOD treatment field, as well as an in-depth understanding
of and experience in planning, implementing and managing a major
national training project. The offeror must also demonstrate an
understanding of the role and function of confidentiality laws and
regulations in regard to social welfare, criminal justice and medicaid
in their relation to State substance abuse treatment. The estimated
issuance date of RFP No. 270-96-0005 is approximately fifteen (15)
calendar days from the date of this announcement and proposals are due
to be received in the Contracting Office 30 calendar days thereafter.
The solicitation may be obtained in either of two ways;
electronically, by downloading a file from the SAMHSA Bulletin Board
System (BBS) at 1 (800) 424 2294 or by mail. To download from the BBS,
you should set your communications program at 8 data bits, 1 stop bit,
and parity at none (8-1-none). SAMHSA's modems will communicate at 1200
to 9600 BPS and can negotiate with higher speed modems. If your modem
is slower than 1200 BPS, you wil not be able to use this BBS. Our
software can use several common transfer protocols. We recommend Zmodem
if it is available in your communications program; howeer nay of those
listed on the BBS should prove satisfactory. Large files will be
posted as self extracting compressed files to save time during the
transfer. Hardware compression features in the mdoems will be relied
upon to provide compression for smaller files. Upon reading the file
electronically downloaded you should determine if you have a continuing
interest in the RFP. If so, you must either write the individual
identified above that you wish copies of amendments to the RFP (if any)
sent to you by mail or check the BBS regularly for amendments which
will also be posted there and can be downloaded electronically. You may
choose either method for obtaining amendments. Note, however, that if
you rely on the BBS for obtaining amendments, at this time we have no
way to assure, and will therefore assume no responsibility for
assuring, you have downloaded these amendments. Requests for copies of
the RFP to be mailed must be made in writing. Telephone requests will
not be honored. Requests may also be submitted by facsimile on (301)
