(301)713-0839 The U.S. Department of Commerce/NOAA intends to negotiate
on asole source basis with The MathWorks, Inc. of Natick, MA for
additional MATLAB and Signal Processing software licenses and
associated maintenance support agreements. This requirement shall be
awarded under the Simplified Acquisition Procedures. Limited numbers of
these proprietary, commercial off-the-shelf(COTS) products are
currently in use as an integrated processing component of the Orbit and
Attitude Tracking system (OATS) supporting the Geostationary
Operational Environmental Satellites (GOES). Requirements are as
follows: (1) - Eight (8) MATLAB CPU-locked licenses with sixteen (16)
additional active back-up passkeys; (2) - Eight (8) Signal Processing
CPU-locked licenses with sixteen (16) additional active back-up
passkeys (ALL BACK-UP PASSKEYS AT NO ADDITIONAL COST); (3) - Three-year
maintenance support agreements (update services), from product
delivery, for both MATLAB and Signal Processing Toolbox; and (4) -
Reversion of all licenses/passkeys to perpetual, non-expiring versions
at the end of the three-year maintenance agreements. These additional
licenses are for back-up and redundancy of the OATS DEC Alpha
workstations located at NOAA/NESDIS Satellite Operations Control Center
(SOCC), Suitland, MD and Wallops Command and Data Acquisition Station
(CDAS), Wallops, VA. The software associated with these licenses was
developed by The MathWorks, Inc., without U.S. Government funding and
is considered proprietary to The MathWorks. Potential offerors must
provide the identical products as these products are imbedded and
integrated with approximately 500,000 lines of the operational
application software provided to NOAA by NASA for the OATS. All
responsible sources shall respond by submitting a written narrative
statement of capability, including detailed technical references
regarding its experience with providing the required products and
services, within 15 days of this notice, to the above address. Pricing
data, including GSA Schedule, if applicable, should be included. The
response must be sufficient to permit agency analysis to establish a
bona fide capability to meet the requirement. Do not request a
solicitation; award will be made on a purchase order. Telephonic or fax
responses will not be accepted. Failure to submit documentation will
result in the Government proceeding as above. Please reference
