An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. This part required engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s). The approved source(s) retain data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. Beginning May 1996, Ogden Air Logistics Center/PK (00-ALC/PK), Hill Air Force Base, Utah will begin a ''phase in'' process, distributing drawings associated with solicitation packages on CD ROM. Aircraft, Commodities and Missile Procurements will be affected. The ''phase in'' process will be by NSN. During this period data may be available on CD-ROM, Floppy Disk, or aperature cards. CD-ROM is the medium of preference. After SEP 1996 data available by CD-ROM will gradually increase. The minimum set-up requirements to view the drawings supplied by OO-ALC areas follows: 386 INTEL 33MHZ processor or higher; 8 MEGABYTES RAM; Any size hard drive; CD ROM reader (1X, 2X OR 4X); 14'' color monitor (17'' is recommended) DOS 5.0 or higher; windows 3.1 or higher, UNZIP software.
