plans to contract for the Fabrication and Repair of Experimental
Research Hardware. The Government intends to issue a Fixed-Price
Indefinite- delivery, Indefinite-quantity contract for the
modification, repair, and fabrication of experimental research
equipment and facilities. The modification, repair, and fabrication of
experimental research equipment and facilities are not necessarily
limited to a single program or project at NASA Ames Research Center,
Moffett Field, California. The equipment and facilities will include,
but not be limited to, model supports, models, wind tunnel models,
fabrication and installation for modifications to facilities, utility
systems, support equipment, pressure vessels and piping. The purpose of
the proposed contract is to provide shop capability to handle work that
cannot be scheduled into the shops at Ames Research Center for
completion within a required time frame. The work will be specified by
delivery order. Fabrication work will usually be performed at the
contractor's facility; however, installation effort typically
constitutes the majority of the time expended and will be performed at
NASA Ames Research Center. Typically this will include, but not be
limited to, assembly and installation of fabricated hardware,
hydrostatic testing, and both non-destructive testing and modification
and/or repair of piping systems and existing structures. Due to the
nature of work to be performed under the proposed contract, the
successful contractor must be within an approximate three-hour response
time from the Ames Research Center. Occassionally work may require
weekend and after hour labor to complete tasks on schedule. Contractors
interested in being considered for prime contract award must
demonstrate a capability to manage and fulfill the requirements listed
above for up to five years, one year base period and four one year
option periods. Award may be made to one or more contractors. The
proposed contract is 100% set-aside for small business concerns. The
Standard Industrial Classification (SIC) code for this procurement is
3599 and the small business size standard is 500 employees. An
ombudsman has been appointed to hear concerns from offerors, potential
offerors, and contractors during the preaward and postaward phases of
this acquisition. The purpose of the ombudsman is not to diminish the
authority of the Contracting Officer, the Source Evaluation Board, or
the selection official, but to communicate concerns, issues,
disagreements, and recommendations of inter ested parties to the
appropriate Government personnel and to work to resolve them. The issue
date for solicitation RFP2-36270(PBH) is on or about 5/31/96. The
expected return date for a proposal is 7/1/96. All responsible sources
may submit a proposal which will be considered by the Agency. All
