R -- SYSTEM ENGINEERING AND TECHNICAL ASSISTANCE SERVICES FOR THE SCIENCE AND TECHNOLOGY DIRECTORATE SOL HQ0006-96-R-0009 POC POC: Karen Byrd, (703) 693-1544, CBD Reference Number: BMDO 96-17. The Ballistic Missile Defense Organization (BMDO), Science and Technology Directorate (BMDO/TRI) intends to issue a Request for Proposals to obtain experienced technical assistance and program management services in a number of technology areas relevant to Ballistic Missile Defense (BMD). These technologies are segregated into two broad based groups: (1) Electronics, Optics, Communications, Nonlinear Optical Processes, and Materials, and (2) Power Systems, Power Conditioning, Propulsion, and Propellants. Specifically, this effort will include: establishing a starting baseline by searching topical areas in open literature and studying pertinent, Government project files; developing a study concept outline and determining a mix of disciplines contributing to possible solutions; considering alternate routes to obtain a realistic and cost-effective approach and assessing risks involved in each; selecting a study plan that appears most feasible within schedule and funding constraints; performing the science and engineering task, assuring outcome answers the tasking; and documenting the engineering study and summarizing the findings. Particular areas or disciplines in which the offeror must show technical expertise within the two broad-based groups include: electronics and optics in signal processing for laser communications; material science, spectroscopy, and laser technology; organic, polymeric, and solid-state chemistry related to nonlinear processes; neural network architectures; sensor information processing for detection, discrimination, target recognition, and tracking; space power and power conditioning technology; propulsion concepts and advanced propellant technologies; engineering, command, and control to conduct space experiments, and collect data from remote platforms; and phenomenology studies. Considering that BMDO/TRI's mission is to advance the State-of-the-Art of specified BMD technologies, key personnel having a high level of education and technical experience are necessary, with an advanced degree and a minimum of five years professional work experience in subtask areas considered the norm. The significant evaluation factors for award will include: Understanding and Approach, Corporate Experience, Personnel, Corporate Past Performance, and Management. The contract is anticipated as an ID/IQ, Task Order, Cost-Plus-Fixed-Fee type, with an eighteen-month base period and three 1-year options having an annual seven to fifteen labor-year level of effort. Contracts split between the two broad-based groups may be awarded dependent upon availability of offerors' functional expertise and best-value assessment of single versus split contracts. Planned contract award is October 1996. The Government intends to post to the BMDO Acquisition Reporting Bulletin Board (BARBB) the draft Statement of Work and future RFP information. Small businesses/small disadvantaged businesses as defined in Standard Industrial Classification Code 8731, Commercial Physical and Biological Research - Space Vehicles & Guided Missiles, Their Propulsion Units, Their Propulsion Unit Parts, & Their Auxiliary Equipment and Parts (1,000 employees), are invited to submit to the contracting office as early as possible, but not later than 20 calendar days after this notice, evidence of their capability to perform the contract, in order to assist in a set-aside determination in accordance with FAR 19.5. The capability statements should specifically address the contractor's demonstrated capabilities in the areas identified above. It is requested that the statements also include the capabilities of proposed teaming partners and major subcontractors.
