HYDRAULIC SYSTEM ON A BALDWIN 5 MILLION POUND UNIVERSAL TESTING MACHINE

as a Two-Step Sealed Bid acquisition. A site visit/inspection at the
Bureau of Reclamation Research Laboratory, Denver Federal Center,
Denver, CO, is mandatory. Site visit and bid preparation costs will NOT
be reimbursed by the government. Technical and subsequent pricing
proposals will be accepted only from firms who attended the mandatory
site visit/inspection. Attendance at the site visit/inspection requires
reservations. Reservations will be accepted only after issuance of the
solicitation document. Instructions for making reservations will be
included in the solicitation package. Requests for the solicitation
package must be in writing sent to the above address or via FAX at
(303) 236-8630. Work includes the complete replacement/upgrade of the
control, electrical and hydraulic systems on a Baldwin five million
pound universal testing machine. Design, furnish, and install a digital
electronic control system for the testing machine consisting of two
parts: (1) testing machine equipment controls and (2) test
controller/data acquisition system. The test/controller data
acquisition system shall be a personal computer based system using the
Windows 95 operating system. The government will provide a PC for this
system. Contractor shall remove existing hydraulic pump, piping,
valving, and controls and design and install hydraulic piping, valving,
servo valve, and controls on the testing machine to make it compatible
with the new electronic control system. Install a new 150 gal/min,
3000 psi hydraulic pump system and oil supply tank. The oil supply tank
shall be sized to accommodate operation of the testing machine and the
auxiliary actuators. Provide high pressure piping and connections for
auxiliary hydraulic actuators. Contractor shall also replace the
variable speed motor controls for the crosshead positioning drive
system and rebuild the drive motor as required. Contractor shall
replace all existing electrical service panels, breakers, switches, and
controls currently in place and install any additional electrical
service equipment required. All instrumentation necessary for the
proper operation of the testing machine and controls shall be provided
and installed. Upon completion of installation the machine shall be
calibrated on each of the seven ranges (50,000; 100,000; 250,000;
500,000; 1,000,000; 2,500,000; and 5,000,000) to its full 5 million
pound capacity using NIST traceable calibration standards in compliance
with ASTM E4. Two complete sets of documentation shall be provided for
the control and hydraulic systems. Training in the operation of the
new systems shall be provided on-site upon completion of the
