A -- TECHNOLOGY TRANSFER TO ENHANCE, SUPPORT AND DEVELOP DRAWLAND TERRAIN VISUALIZATION SOFTWARE Contact John Griffin (703) 428-6265 or Rick Tynes (703) 428-6839. The U.S. Army Topographic Engineering Center (TEC) of the U.S. Army Corps of Engineers desires to enter into a Cooperative Research and Development Agreement (CRDA) to develop and enhance and commercialize DrawLand software. DrawLand is a TEC in-house software program used to support terrain visualization research and assist ongoing Army projects. DrawLand is used to visualize and virtually interact with terrain and terrain imagery. Simulating battlefield applications such as sensor inter-visibility, importing models, and saving flights as movie presentations are part of the DrawLand tool suite. The CRDA will aid both organizations and the terrain visualization community by devising efficient and innovative capabilities for simulating 3-D terrain with map/image overlays. In the past, DrawLand has supported visualization of drop-zone sites in Bosnia-Herzegovina, and real-time tracking of missiles and aircraft at White Sands Missile Range. DrawLand has received acceptance within the military community and interest from the private sector. This CRDA will serve as a technology transfer tool to enhance DrawLand capabilities and move the software into commercial applications. TEC experience and expertise in terrain visualization, 3-D rendering, texture mapping, Geographic Information Systems, and military mapping are technologies that are transferable to the civilian and government sectors. The software originated in response to the Army's need for rapid visualization of terrain data, such as Defense Mapping Agency (DMA) Digital Terrain Elevation Data (DTED). It continues to evolve according to innovative research, as well as feedback from Army users. TEC is seeking support via the CRDA for the following DrawLand efforts: (1) product distribution, (2) support and training, (3) software maintenance, (4) import new data types, (5) improved graphics user interface, (6) other new innovative developments. The previous support list is not in a prioritized order, nor is the list complete. TEC estimates this CRDA effort at 3/4 of a man-year over 1.5 years. TEC is proposing to provide the following: (1) convert current DrawLand software from Iris GL graphics library standard to the OPEN GL standard, (2) provide the Government-owned DrawLand software, (3) provide a reasonable amount of consultation expertise, (4) provide training and user manuals, (5) provide digital mapping expertise. Interested parties are strongly encouraged to seek further information via the Web at http://cyber.tec.army.mil/CRDA.html. Background information, demos, user manual, and related documents can be referenced from the Web page. If you have any interest in pursuing this opportunity, please provide a response to John Griffin, Office of Research and Technical Applications, Topographic Engineering Center, CETEC/TPPO, 7701 Telegraph Roads, Alexandria, VA 22315-3864. (703) 428-6265, FAX (703) 428-6656. Any technical issues should be addressed to Rick Tynes (703) 428-6839, E-mail address is Tynes (703) 428-6839, E-mail address is tynes@tec.army.mil. CRDA responses are due by 15 May 1996. CRDA responses should be less than seven pages and contain the following information; (1) benefits for both parties, (2) purpose and approach, including software rights, (3) technological developments you plan to incorporate, (4) experience with OpenGL, (5) hardware platform(s) you are proposing to use, (6) man-years for this effort, (7) schedule and estimated completion dates, (8) deliverables, (9) other pertinent information.
