intends to extend the ordering period to its Air Force Automated
Message Handling System (AMHS) Contract F19628-90-D-0029 with McDonnell
Douglas Aerospace of Fairfax VA for 2 years, 10/01/96 - 9/30/98. This
extension does not increase contract ceiling price. The proposed
contract action is for services for which the Government intends to
solicit and negotiate with only one source under authority of FAR
6.302-1. Authorization to do so is contained in 10 U.S.C. 2304(c)(1).
This notice of intent is not a request for competitive proposals, but
rather, notice of a bridge contract extension to provide coverage for
DoD intelligence users until such time as the Defense Information
Systems Agency's Defense Messaging System (DMS) contract has been
operationally implemented. The Government anticipates that if a new
competitive solicitation were required for the AMHS extension,
substantial duplication of costs would occur which would not be
recovered through competition. The contract will allow for one year of
additional AMHS deployments and two years of software maintenance. The
contractor must have intimate technical and configuration knowledge of
the AMHS. The contract extension is necessary in order for the
Government to maintain/ensure continuity of vital services supporting
national-level intelligence requirements. Award of the two year
extension will be made NLT 30 September 1996. Despite the Air Force's
intent to solicit only McDonnell Douglas Aerospace, any firms that
believe they can meet the solicitation requirements may identify their
interest and capability by responding to the requirement by calling
either of the phone numbers listed above, or writing to the POCs at
ESC/ICK 50 Griffiss St., Hanscom AFB, MA 01731-1619 within fifteen (15)
days of this notice. Responses to this synopsis shall be limited to 10
pages, no less than 10 pitch type, double spaced and one inch margins.
