Command intends to issue an order under Basic Ordering Agreement
N00019-95-G-0197 with General Atomics Aeronautical Systems for the
supplies and services necessary to train pilots and payload operators
for the Predator Medium Altitude Endurance Unmanned Aerial Vehicle (MAE
UAV). General Atomics ASI is the sole designer and developer of the
Predator MAE UAV and as such, is the only source with the technical
expertise and data required to meet the Government's needs in the
required time frame. The statutory authority for this procurement is
Title 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1, only one
responsible source. See note No. 22 - NAVAIR Synopsis No. 40040-96.
