Contracting Section, 541-523-1209. Professional land surveying services
are required for cadastral surveys, mineral surveys, right-of-way
surveys, wilderness boundary, and site surveys. Work may include
control survey, corner monumentation, marking and surveys. Work may
include control survey, corner, monumentation, marking and posting,
records and reports, corner maintenance, and corner search. Contract
time will be determined when task orders are issued. This notice is for
multiyear, multi-award, indefinite-quantity contracts. The tree top
ranked firms will be selected for award. When projects become available
task orders will be issued. Each contract will have a minimum of
$50,000.00, an estimate of $150,000,00, and a maximum of $300,000.00
over a three year contract period. Orders may be issued from award date
through September 3, 1998. Qualified firms interested in providing
professional surveying services of the type listed above are hereby
invited to submit Standard Forms 254 and 255. The criteria set forth in
the FAR 36.602-1 will be used in conjunction with the specialized
selection criteria to assess your firm's qualifications for this
project. Selection of firms for negotiation shall be through an order
of preference based on the following criteria: (1) Professional
qualifications necessary for satisfactory performance of required
services. (2) Specialized experience and technical competence in the
type of work required, with primary emphasis on cadastral surveys. (3)
Capacity to accomplish the work in the required time. The maximum
quantity will be used for evaluation over a three year period. (4) Past
performance on contracts with Government agencies and private industry
in terms of cost control, quality of work, and compliance with
performance schedules. (5) Location in the general geographical area of
the project and knowledge of the locality of the project; provided the
application of this criterion leaves an appropriate number of
qualified firms, given the nature and size of the project. (6)
Availability of additional contractor personnel or consultants to
support expansion or acceleration of the project. (7) The volume of
work previously awarded by the Forest Service will be evaluated with
the objective of effecting and equitable distribution of the contracts
among qualified A & E firms, including minority 8(a), or small
disadvantaged firms that have not had prior Forest Service contracts;
(8) As prescribed in FSAR 4G15.605(f) additional points may be assigned
or credit given to potential contractors that are subcontracting or
will subcontract with certified 8(a) or small disadvantaged businesses.
This procedure will be allowed until units have met their small
disadvantaged business goals (GAO B - 223059, B-223243). Submit forms
to the Contracting Officer, Wallowa-Whiteman National Forest, P.O. Box
907, Baker City, OR 97814. Materials will be accepted through June 3,
