The Ballistic Missile Defense Organization (BMDO) plans to award
additional work to Anacapa Associates, Inc., on or about April 15,
1996. This effort is to characterize the wake effects associated with
TMD type targets based on collected data, to determine radar scattering
from these effects and to begin modeling of the radar wavelengths of
interest, target reentry velocities and altitude, and target material
type. Award for this additional effort will be made by modification to
contract HQ0006-94-C-0005 pursuant to 10 U.S.C. 2304(c)(1), only one
responsible source, based on a determination that Anacapa Associates is
the only known source of ballistic missile range data suitable for
these studies and award to any other source would result in
unacceptable delays in fulfilling BMDO requirements for the Test and
