Development, Regional Center for Southern Africa, intends to enter into
a sole source amendment with Creative Associates International, Inc.
(CAII) to provide an expansion to its social marketing campaign, which
seeks to change attitudes of society in general, that primary
education for girls is useful both to the individuals concerned and to
society in general. Based on the success of CAII's initial campaign,
which has resulted in a lower drop out rate for girls than boys, for
the first time ever, and a significant increase in the enrollment of
girls at primary and secondary schools in the Pilot District of
Machinga, the mission would like to implement the extensive
village-based methodology that proved so successful in the Pilot
District in the nationwide campaign, using a phased approach. This will
necessitate more funds and time than foreseen in the original contract.
Based on the nature and expertise of the services provided and the
relationships established between the contractor and the appropriate
official GOM officials, both the GOM and USAID believe CAII is uniquely
suited to undertake this expanded activity and are unaware of any other
firm that has the capability to duplicate the required relationships
with the GOM and continue with the momentum established with the
