is a Notice of Sources Sought/market survey for commercial/industrial
firms capable/interested in providing recycling/disposal services for
approximately 23 million pounds of napalm, approximately 2.5 million
pounds of shredded aluminum contaminated with residual amounts of
napalm, and approximately 6.5 million pounds of chipped wood crating
material. This is a request for interested potential sources and does
not obligate a procurement action. However, Pacific Northwest National
Laboratory is currently planning the release of a Request for
Qualifications (RFQ) in May 1996, and a Request for Proposal (RFP) in
June 1996. The current strategy is that offerors may have the option of
proposing on any or all of the three waste streams. The transportation
of these materials to awardee(s) facilities will be by Pacific
Northwest National Laboratory subcontracts. Shipping of materials to
the contractor is projected during the period of May 1997 through
December 1999. Of importance, in the planned Statement of Work, is the
recycling/reuse of the three materials to the maximum practible
extent. Currently the procurement is planned in two phases. Phase 1)
RFQ for potential offerors to demonstrate their ability to meet the
following Qualification Criteria, and others to be contained in the
RFQ: a) Federal RCRA authorization to treat, store, and dispose of
hazardous waste, b) must be eligible to receive CERCLA wastes under
CERCLA offsite policy, c) must have environmental impairment liability
insurance (EIL) coverage to a minimum of $5 million, d) must have a
responsible regulatory compliance history and, e) must have backup
(meeting criteria 1 through 4) acceptance, and disposal facilities to
ensure timely disposal of materials. Phase 2) Pre-Qualified firms will
then be issued the RFP and provided samples of the napalm material.
Award(s) are currently planned for September 1996. Interested/capable
