an Electrospray Ionization Quadrupole or Ion TrapMass Spectrometer. In
addition to the basic instrument, prices for the following
accessoriesshall be quoted: nanospray source, integrated HPLC system,
integrated capillary electrophoresis interface and a spare parts kit.
These items may be purchased up to one yearlater at the offered price.
This is a combined synopsis/solicitation for commercial itemsprepared
in accordance with the format in Subpart 12.6, as supplemented with
additionalinformation included in this notice. This announcement
constitutes the only solicitation;proposals are being requested and a
written solicitation will not be issued. The Request forProposal number
is 273-96-P-0009 and incorporates provisions and clauses through FAC
90-37. The solicitation is not a set-aside and is under SIC 3826, size
500. Delivery shall bemade within 90 days after award of the contract.
Specifications are as follows: Mass Range2-3000 preferred, 2-2000
acceptable; ionization source-electrospray or ion spray; negative
ioncapabilities, routinely, under data systems control; mass accuracy
for proteins )0.01%; scanspeed of at least two seconds for full scan of
mass range; mass resolution-unit resolution overmass range; subpicomole
sensitivity at a signal-to-noise of 10:1 for a protein; capability
ofdetecting non-covently bound species; either user controlled skimmer
induced CID or MS/MScapabilities; capability of either rapid
sequential skimmer CID scans (high and low energy) orcomputer
programmed energy scan during mass scan; inlet system must be
compatible withcoaxial sheath flow for use with eg., capillary
electrophoresis; integrated biologicalapplication software; standard
one year warranty; software site license; foreground/background data
system operation. New instrument desired but, demonstrationunit
acceptable, if certified used less than one year. The following
provisions apply to thisacquisition; 52.212-1 Instruction to
Offerors-Commercial and 52.212-2, Evaluation-Commercial items. There
are no additional addenda. The following evaluation criteria willbe
used to evaluate proposals: capability of the instrument to analyze
complex mixtures andsimultaneously provide structure information. Two
protein digests to be provided foranalysis, 25 points; evaluation of
the utility of the instrument for the investigation of non-covently
bound analytes, 25 points; a complete set of data manipulation programs
must befurnished with the proposal for evaluation, 25 points;
evaluation of the sensitivity of theinstrument under negative ion
conditions using NIEHS provided oligonucleotide solutions, 15points;
evaluate sensitivity under positive ion conditions using five NIEHS
provided solutionscontaining a peptide and a protein, 10 points. All
firms wishing to submit an offer will befurnished samples by overnight
courier for analysis on the type instrument proposed. Sampleswill be
released to offerors intending to offer at one time; therefore,
requests for samples mustbe received not later than 26 April 1996.
Sample analysis results shall be submitted with theproposal for
evaluation. Furnish the name, address, telephone number and a contact
name ofat least three Government/Commercial customers which have
purchased similar instruments inthe last two years. This information
will be used to evaluate past performance. Pastperformance will be
evaluated in conjunction with technical evaluation and be worth
10points. Twenty points will be awarded to the lowest priced
technically acceptable offer.Other technically acceptable offers will
be given a proportional share. Technical factors willbe given primary
consideration; however, if two or more offerors are considered
technicallyequal, price will be the determining factor. Offerors shall
include a completed copy of theprovisions at 52.212-3, Offeror
Representations and Certifications-Commercial with offers.FAR clause
52.212-4, Contract Terms and Conditions-Commercial, applies to this
acquisition.The following sections of paragraph (b) apply: 52.203-6,
Restriction on Subcontractor Sales tothe Government with Alternate I;
52.203-10, Price or Fee Adjustment for Illegal or ImproperActivity;

Vietnam Era. The successful contractor shall provide, at noadditional
cost, installation and training to selected Government employees. There
