Naval Medical Logistics Command has a requirement for an Automated
Prescription Bottle Filler System. The Navy intends to negotiate with
Baxter Healthcare Corporation, Route 120 & Wilson Road - WG1-2N, Round
Lake, IL 60073 as the only source that can provide the required
system. Baxter Healthcare Corporate shall satisfy the Government's
requirement by providing one (1) OptiFill-II Automated Prescription
Bottle Filler System-four filling modules; one (1) Additional Hand-held
RF Terminal; twenty (20) extra canisters; spare parts; and turnkey
installation at Naval Hospital, Jacksonville, FL (including compressed
air support, electrical service, and on-site training). The system
provided must be capable of interfacing with CHSC computer system;
selecting the proper bottle size; properly labeling both bottles if
there is a need for multiple bottles on same order; labeling bottle
using CHSC data; printed with auxiliary labeling on the bottle;
printing label to be used on bag to identify patient; filling the
bottle with the correct oral solid medication; and providing labels for
orders that will not be filled through the system. The system must
coallate the filled orders with the unfilled orders and set them aside
to be filled manually and have a mechanism to check that the proper
drug was placed in the bottle without removing the cap. The system must
place the child-resistant cap on the bottle and be capable of counting
at least 300 different oral solid medications. The system must be
capable of being deployed in less than 400 square feet and must have a
quality control built into it to safe guard against errors. The system
must have technology for QA and tracking and must allow for electronic
verification of dispensing to patient. The system must be capable of
the following power requirements: 208V, 3-phase, Y-connector, 60 amp,
and 60HZ. The system must be capable of the following air requirements:
90 psi, 10cfm, and dry air. It is anticipated that the contract will be
firm fixed price. This is not a request for competitive proposals.

bonafide capability to fulfill the requirements. See Note 22. All
