The Naval Air Warfare Center Aircraft Division is seeking sources
and/or information on a high pressure water jet system for the blasting
and cleaning of cylindrical, spherical, and cubical underwater mines.
The system shall incorporate off-the-shelf equipment whenever possible,
and shall incorporate an automated enclosed blasting station, high
pressure intensifier pump, high pressure blasting equipment, and a
closed-loop wastewater filtration system. The envelope required for the
system shall not exceed 1650 square feet. The system should be able to
operate using 460V, 230V, or 115V power and a water supply of
6GPM@40PSI. The system shall be designed to, at a minimum: (1)
Effectively strip off lead-based and nonlead-based paint, corrosion,
and marine growth from underwater mines at a rate of 120 square feet
per hours, (2) capture waste material generated during blasting
operations, (3) separate solid waste from liquid waste, (4) neutralize
lead-based paint waste, (5) filter and recycle the water used during
blasting, and (6) store the recycled water for reuse. The automated
blasting station shall be designed to automate the stripping process
for cylindrical mines through manipulation of the mine and the cleaning
head assembly. The majority of the mines are cylindrical with lengths
ranging from 4' to 11' and diameters ranging from 1' to 2' diameter,
and with weight ranging from 500 to 2000 lbs. The manual blasting
station will be designed for manual stipping of non-cylindrical mines
while the mine is suspended from and manipulated by a (user supplied)
overhead bridge crane/jib crane. Respondents to this request for
information are invited to submit a statement of general interest and
a description of any currently available system which meets our
requirements. Any comments provided may or may not be included in a
formal solicitation. NAWCADLKE is interested in determining if this
item, along with the technical information required to support the
equipment, is available in the commercial marketplace and meets the
definition of commercial items as defined in the Federal Acquisition
Regulations (FAR) Part 12. The technical information would be required
to include a technical manual that would contain operation
instructions, maintenance instructions and illustrated parts breakdown.
Other data required would be supplemental provisioning technical
documentation, a provisioning parts list, provisioning and other
procurement screening data and a supoort material list. Those sources
interested in the requirest for information are invited to submit their
information and a description of any currently available product that
meets our requirements. This is not a request for proposal and no
solicitation is available. The Government will not pay for any
information requrested in response to this RFI nor will the Government
compensate any respondent for any cost incurred in developing
