R -- A-E ELECTRICAL/MECHANICAL ENGINEERING SERVICES, NAVAL SUPPORT ACTIVITY MEMPHIS, MILLINGTON, TN Sol N62467-96-D-5212 due 052396. The work under this contract will generally include electrical/mechanical studies, preparation of plans, specifications and cost estimates for predominantly electrical/mechanical engineering work with some work required from other disciplines such as, structural, architectural, and civil engineering disciplines. Electrical work will involve electrical load flow analysis, primary and secondary electrical repair and construction project designs, lightning protection systems design, and repair project designs involving 400 HZ distribution and generation systems. Mechanical work will involve the design of building HVAC systems for new and existing facilities, plumbing and piping design, energy consumption surveys, energy conservation studies and designs as well as steam, water, and sewage utility system studies and designs. The A/E shall have in-house capability to field check all existing utilities and provide AutoCad generated drawings of each of the electrical and mechanical utilities as layers of station provided, AutoCad generated, general development map(s). (ACAD/AutoCad as used above shall be that product distributed by AutoDesk, Inc.). Products in Section 8 of the SF 255 should not be slanted toward the above work but should be similar to that mentioned in selection Criteria #2. Asbestos assessments may be required to determine the presence of asbestos. When asbestos is present, comprehensive asbestos surveys will be required which will include sampling and testing, preparing plans and specifications showing location of the asbestos, and specifying the procedure to be followed during construction and/or demolition to prevent the release of airborne asbestos. Firms unable to accept work which involves asbestos need not apply. Review of contractor submittals, field inspection during construction, and preparation of as-builts may be required. The contract shall guarantee a minimum fee of $10,000 payable in the event the contractor is not required to perform work under this contract equal to or greater than that amount. This contract will include an option for a one year extension and the total fee will not exceed $200,000 per year. No one delivery order will exceed $99,000. The following criteria for selection, listed in descending order of importance, will be used. 1. Qualifications: Technical competence of individual design team members for performing predominately electrical and mechanical studies and designs. A lesser consideration will be given to support disciplines of Architectural, Structural, and Civil to accomplish potential support work. 2. Experience: Recent experience of the individuals assigned to the electrical and mechanical engineering groups in: a) performing technical studies and designs of predominantly electrical and mechanical projects; b) designing projects IAW Navy criteria; c) performing interdisciplinary design coordination/reviews; d) using cost control procedures for design projects where cost is a factor; and e) post construction contract award services to insure design and construction quality. 3. Capacity: a) professional ability to perform multiple projects concurrently and present volume of work and prior DoD awards. 4. Performance: past performance/ratings on DoD contracts. 5. Location: a) geographic location of the firm with respect to NAVSUPPACT Memphis. If the firm has branch offices in more than one city, indicate the number of personnel in each discipline in the office that will be responsible for work under this contract; b) knowledge of probable site conditions that may arise in various locations; c) knowledge of regulatory requirements that would affect the projects, including wetlands mitigation; and d) the ability to provide timely professional responses to issues that could arise during design or construction. Firms that meet the requirements described in this announcement are invited to submit completed SF 254 (unless already on file) and SF 255, U.S. Government Architect/Engineer Qualification Forms, to the office shown above. In the case where an insufficient number of SF 255's are received, then firms having a current SF 254 with this office may be requested to submit a SF 255. This is not a request for proposal (RFP).
