The Contractor shall furnish all personnel, management,
transportation, material, parts, supplies, and equipment to perform
inspections, maintenance, repairs, and snow and ice removal, on
Government-owned railway tracks, crossings, and appurtenances, to
include, but not limited to switches, road crossing signal devices, and
ballast at Fort Wainwright, Alaska. Performance must ensure that all
workmanship materials, parts, supplies, and equipment conform to Alaska
Railroad Engineering Association (AREA) Manual for Railway Engineering,
and Federal Railroad Administration (FRA), Title 49, CFR 213, Chapter
II (Track Safety Standards), and Title 49 CFR 213, Class I Standard
(Track Standard). Performance shall be for the period of 01 October
1996 through 30 September 1997, with four (4) consecutive one-year
option periods that the Government may exercise in accordance with the
contract terms. The contract will also contain the ''Option to Extend
Services'' clause which permits the Government to extend services up
to an additional six (6) months within the limits and at the rates
specified in the contract. Funds are not presently available for this
contract. The government's obligation under this contract is contingent
upon the availability of appropriated funds from which payment for
contract purposes can be made. The Government intends to negotiate with
Alaska Railroad Corp., P O Box 107500, Anchorage, Alaska, under the
authority of FAR 6.302. Interested persons may identify their interest
and capability to respond to this requirement in writing within
forty-five (45) days after the publication of this notice. A
determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the Government. The applicable Standard Industrial Classification
