Specialist, Code 253:CRF, (703) 696- 2591. The Office of Naval Research
has a requirement for studies in the field of manufacturing, scientific
research and development applicable to the operation and function of
the Navy. Sole source negotiations of a contract will be conducted with
the National Academy of Sciences, National Research Council, (NAS/NRC)
2102 Constitution Avenue, NW, Washington, DC 20418. The NAS/NRC
through the Manufacturing Studies Board provides guidance on leading
issues in manufacturing and production that derive from technical
considerations that have implications for national policy. The Board's
fundamental purpose is to provide input to decision-makers that will
facilitate timely actions that strengthen the manufacturing base within
the United States. Its interest areas include, but are not limited to,
manufacturing science and technology, and engineering design. The
Manufacturing Studies Board is able to fulfill the above described
requirement due to its ability to draw upon the expertise of scientists
and engineers with many diverse talents from the areas of
manufacturing, production logistics, and manufacturing research. Due to
the breadth and depth of its scientific and technical expertise, the
Academy was selected as the most logical source of outside, independent
counsel to the Navy. This will be a five year effort with a two year
