Richard Stewart, Contracting Officer, (615)454-7841 The Arnold Engineering Development Center (AEDC) intends to conduct=20 a competitive procurement for a service to provide internal balance=20 calibrations using a calibration device which has been proven to=20 provide accurate calibrations using 6-component loadings. The data=20 obtained in the wind tunnels normally includes data from internal=20 strain-gage balances. In order to provide the accuracy requirements=20 the balances must be calibrated prior to use. The calibration=20 equipment will be able to accurately apply all combinations of=20 forces and moments up to full 6-component loads. Calibration of an=20 internal balance with a pressure bellows, under pressure, is also=20 desired. Calibrations services are desired for balances ranging in=20 size from 0.5 inch to 4 inches in diameter with maximum load=20 capacities at the balance center with all components loaded=20 simultaneously of: normal plane, =B1 8,000 lb. and =B1 80,000 in*lbs, side= plane=20 =B1 4,000 lb. and =B1 40,000 in*lbs, =B1 1,000 lb. axial=20 force, =B1 20,000 in*lbs rolling moment. The nominal turn around time for a= =20 calibration is expected to be one week. It is desired that=20 the service be available as soon after October 1, 1996 as=20 practical. The primary objective of this procurement is to obtain=20 an affordable, fully developed, flexible, state of the art, quality=20 engineered, and proven balance calibration service. A five year=20 requirements contract is contemplated but the contract type and=20 length have not been finalized at this time. Estimated=20 calibrations quantities are between 15 and 40 per year.
