architectural/engineering services for the Design and Preparation of
Construction Contract Documents for Waterfront Rehabilitation at the U.
S. Coast Guard Group, Woods Hole, Massachusetts. The project includes
but is not limited to replacement of approximately 900 lineal feet of
sheetpile bulkhead including fender system, new earth anchor tieback
system, and ship shoretie upgrades. Handling environmental and
engineering aspects of sheetpiling the face of 350 lineal feet of
existing concrete wharf and backfilling the underside as well as
possible limited maintenance dredging. The estimated cost of
construction is between $1,000,000.00 and $5,000,000.00. The services
are required to begin approximately July 1996 and shall be completed
within 240 days after Notice to Proceed. The following evaluation
criteria are applicable to one or more of the factors included in Note
24: (1) Specialized experience of the firm and technical competence in
the type of work including joint venture or association in similar
projects; (2) Professional capacity to accomplish the work on time; (3)
Professional qualifications necessary for satisfactory performance of
required services; (4) Past performance on DOT and other Government
contracts in terms of quality of work, ability to meet contractual
performance/delivery schedules and accuracy of construction cost
estimates and A/E-client relationship; (5) Location of firm in the
general area provided there is an appropriate number of qualified firms
therein for consideration (special consideration will be given to firms
located in Rhode Island, Massachusetts, and Connecticut); (6)
Minorities and women in all job classifications, considering
availability in the general area; (7) Design ability and understanding
of the requirements of the project; (8) Project team and key personnel
roles and responsibilities in terms of coordination, schedule, and
construction cost control and quality control procedures; (9)
Experience of the firm in evaluating and determining environmental
requirements and acquiring state and local permits for construction;
ability of the firm to submit environmental and other permits to the
State of Massachusetts which may include the need to certify permit
applications or plans by state-licensed professionals; (10) Ability to
provide qualified construction inspection services; (12) Ability and
experience in performing designs entirely in metric (SI) units. Firms

Loans are available under the DOT Short Term Lending Program (STLP) at
prime interest rates up to $500,000.00 per contract to provide
