Consolidated Life Extension Program in support of the Department of Energy, Strategic Petroleum Reserve (SPR) Program. The effort will involve the use of subcontrator-furnished labor, material, equipment, tools, supervision, and transportation, and Government-furnished equipment, required to perform construction work associated with the SPR Consolidated Life Extension Program, at the West Hackberry SPR Site, in Hackberry, Cameron Parish, Louisiana. The work will involve the replacement and/or upgrade of mechanical, civil, electrical, and instrumentation of seven (7) major systems and subsystems. These systems and subsystems include the header system (underground welded piping 12 to 36 inch), fire water system (20,000-BBL tank, two (2) 250-horsepower (hp) pumps, one (1) 20-hp pump, and a pump house), flush water system (two (2) 700-GPM pumps and a pump pad), seal flush system (two (2) 60-hp pumps and a pump pad), brine disposal system (two (2) 50,000-BBL tanks, two (2) 60-hp pumps, two (2) 1000-hp GFE pumps, and a pump pad), electrical system (new main substation, 5KV motor control centers, cable tray, and 5KV site distribution loop), and raw water injection pump system (pump pad and seven (7) 3500-hp GFE pumps). The work to be performed is best classified under Standard Industrial Classification (SIC) Code 1629, (Heavy Construction, Except Dredging, Not Elsewhere Classified). The magnitude of this requirement is anticipated to be more than $10,000,000.00, and will be an unrestricted procurement. A solicitation is expected to be issued near the end of April, 1996.
