C -- MULTIPLE AWARD FOR INDEFINITE DELIVERY, INDEFINITE QUANTITY CONTRACTS FOR ENGINEERING - ENVIRONMENTAL SERVICES, VARIOUS LOCATIONS SOL DTFH68-96-D-00011 DUE 050796 POC Thomas Puto, (303)969-5932/Contracting Officer: Edward Voelsing, (303)969-5932 This is a total set-aside acquisition. Central Federal Lands Highway Division (CFLHD) anticipates a maximum of three individual contract awards for Small Businesses. Each contract is to operate with individually negotiated task orders issued in accordance with the terms of the contract. Each contract awarded will consist of 1 base year with the potential of four 1-year options. A guaranteed contract minimum of $5,000 will be provided with a maximum value of the contract not to exceed a 5-year total of $2.5 million. Small Business is defined by SIC code 8711 ''Engineering Services.'' Specific task order limitations will be a point of discussion and agreement during the initial negotiation. Services are required for indefinite delivery-indefinite quantity type contracts to perform work for the CFLHD of the Federal Highway Administraton. This work will be associated with federally funded projects of various Federal agencies (National Park Service, Forest Service, Bureau of Indian Affairs, Military, etc.). The predominant geographic area includes but is not limited to the following states: California, Colorado, Utah, Arizona, New Mexico, Wyoming, Nevada, North Dakota, South Dakota, Nebraska, Kansas, Oklahoma, Texas, and Hawaii. Firms will be required to perform the predominant amount of work with in-house forces and must demonstrate their ability to satisfactorily accomplish all work items (either in-house or through qualified subcontractors). Specific task orders will be negotiated as needed to provide Environmental and Section 4(f) research, evaluations, documentation, investigation, mitigation and recommendations concerning (but not limited to) wetlands, threatened and endangered species, sensitive species, cultural resources (historic and pre-historic), socio-economic efforts, hazardous waste (Initial Site Assessments or Phase One Surveys), soils, water, air, wild and scenic rivers, noise and noise abatements, recreation, visual quality, farmlands, wildlife and fisheries. Environmental services will be performed in accordance with current United States Code (USC), the Code of Federal Regulations (CFR), AASHTO policy, Council on Environmental Quality (CEQ) regulations, Federal Lands Highway procedures, other governmental agency regulations having jurisdiction over the project and/or specific project requirements as determined by CFLHD. Agency coordination, performing research, conducting technical evaluations and preparing detailed environmental documents, in whole or in part, will be required. This work will be presented at public meetings, public hearings, and other coordination meetings. Firms must comply with Equal Employment Opportunity (EEO) requirements, in accordance with FAR 22.8. All firms responding to this request will be evaluated on the following criteria: (1) Specialized experience and technical competence of the firm to perform the work; (2) Professional qualifications of the firm and proposed subcontractors; (3) Capacity and capability to perform the work in a high quality and timely manner; (4) Past performance in terms of quality, cost control, and timeliness on contracts with government agencies; (5) Proximity of Firm's facilities to CFLHD; and (6) Demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in highway design. Firms desiring to be considered must submit two copies of completed SF 254 and SF 255. Only responses received in this office by 3:30 p.m., local time, May 7, 1996, will be considered. No other general notification to firms will be made and no further action is required. This is not a request for proposal. No solicitation package is available.
