(206)615-2454. Architectural/Engineering services for the design and
construction administration of the new replacement hospital and drug
dependancy unit for the Indian Health Service at the Winnebago-Omaha
Service Unit in Winnebago, Nebraska. The estimated cost of construction
for the project is over $10,000,000. The design phase services are
expected to proceed approximately FIVE (5) MONTHS after the date of
this synopsis and are to be completed within TEN (10) MONTHS after
contract award. Optional construction administration services are to be
completed approximately TWENTY-FOUR (24) MONTHS after design services
are completed. DHHS will provide focused conceptual design guidance.
ARCHITECTURAL/ENGINEERING SERVICES SHALL INCLUDE SITE VERIFICATION OF
EXISTING CONDITIONS, SCHEMATICS, DESIGN DEVELOPMENT, AND CONSTRUCTION
DOCUMENTS, WITH OPTIONAL CONSTRUCTION ADMINISTRATION. The prime
contractor must be an architectural/engineering firm. The design of
architectural, geotechnical, structural, landscape, mechanical,
electrical, and fire protection, and asbestos engineering services
shall be accomplished or reviewed and approved by engineers and
architects registered to practice in the particular professional field
involved in a state or possession of the United States, Puerto Rico,
or in the District of Columbia. The project is to provide a new
replacement hospital on a site adjacent to the existing hospital. The
new facility will contain an area of 9 051 gsm for inpatient facilities
including 16 beds (13 for low-acuity inpatient care, and 3 for labor
delivery/recovery). In addition to the new facility, 1 055 gsm of the
existing hospital will be renovated for a Drug Dependancy Unit (DDU)
including 16 beds. The type of contract will be a negotiated A/E
fixed-price contract. Evaluation factors below are listed in descending
order of priority with the factors #5 and #6 having equal value.
Verifiable documentation must be provided to support each of the
following evaluation factors: (1) Specialized experience and technical
competence in all applicable aspects of health care and substance
abuse treatment facilities design. (2) Demonstrated expertise and
experience in working as a team with listed
consultant(s)/subcontractor(s) and ability to effectively manage
multiple discipline teams. A management plan defining the
organizational structure and relationship of the technical team shall
be provided. (3) Past performance on contracts with Government agencies
and private industry in terms of cost control, quality of work,
innovation of design, and compliance with performance schedules and
construction administration. (4) Capacity to respond and accomplish the
work within established time constraints. (5) Professional
qualifications necessary for satisfactory performance of required
services. (6) Knowledge of and design experience in the locality of the
project and firm location in the general geographic area of the Central
Plains Region of Nebraska, by the prime contractor and
consultant(s)/subcontractor(s). A statement indicating the willingness
to participate signed by a principal member of each proposed
consultant should be furnished. Those firms which meet the requirements
described in this announcement and wish to be considered must submit a
SF 254 for all members of the proposed team (prime and subcontractors)
and a composite SF 255 for the proposed team. The contractor will be
required to prepare plans and specs in metric dimensions. Drawings may
be required to be prepared under the latest release of AutoCad.
Pertinent statements relative to the evaluation factors shall be
included in Part 10 of SF 255. In addition, in Part 10, provide
descriptions of no more than two projects listed in Part 8 of SF-255
demonstrating the experience and expertise required in the evaluation
factors. Identify which members of the design team handled the
project(s) listed. Provide current names with telephone numbers of
pre-notified references associated with each illustrated project.
Interviews are tentatively scheduled for May 22 and 23, 1996, in Sioux
City, Iowa, for those firms rated ``highly qualified'' as a result of
the initial submittal review. These firms shall be prepared to make a
one hour presentation. This one hour period includes A/E presentation
set-up, introductions of the A/E Selection Board and firm members, A/E
presentation of their credentials related to the evaluation criteria,
and if desired, presentation of photographs, view graphs, slides, etc.,
of recent projects. Equipment necessary for the A/E presentation shall
be provided by the A/E. The Selection Board may use an additional 15
minutes for questions and final wrap-up by the A/E. Highly qualified
firms will be notified by telephone call and a follow-up letter of
their interview times and specific location. All inquiries are to be

This proposed contract listed here is set-aside under the Buy Indian
Act for 100 percent Indian-owned, operated and controlled firms. Note:
In accordance with the Public Health Services Acquisition Regulation
paragraph 380.503(e) not more than fifty (50) percent of the work to be
performed under a prime contract awarded pursuant to the Buy Indian Act
shall be subcontracted to other than Indian firms. For this purpose,
work to be performed does not include the provision of materials,
supplies, or equipment. Offerors who are currently certified by IHS or
the Bureau of Indian Affairs (BIA) as an ``Indian'' firm need to
submit this certification along with their SF-254 and SF-255. The
applicable SIC is 8711/8712, size standard 2.5 million. Three sets of
submittals must be received by 3:00 P.M., local time, on April 29,
