CC Coleman, (310)363-6360. The NAVSTAR Global Positioning System (GPS)
Joint Program Office (JPO) intends to issue a Program Research &
Development Announcement (PRDA) on 22 April 1996 for the Evaluation
phase of the Navigation Warfare Program (NAVWAR). The PRDA will be
submitted electronically in the Commerce Business Daily (CBD) and via
the electronic bulletin board system (BBS). The files will be in
Microsoft Office format (Word, Excel, Power Point, and Access). The
numbers for this BBS are (310) 363-6612 (9600 baud), (310) 363-6613
(9600 baud), or (310) 363-1004 (2400 baud). You must have a password
issued by the contracting office (SMC/PK) to gain access to this BBS.
If you dont already have a password, send a letter on your companys
letterhead with the name(s) and phone number(s) of the personnel
requiring access to Maxine Chandler, HQ SMC/PKOM, 155 Discoverer Blvd.,
Suite 1542, Los Angeles AFB, CA 90245-4692, fax (310) 363- 5507 or
voice (310) 363-1533. Once a password is assigned the BBS is accessed
like any other BBS. This BBS allows downloading only. Proposals will be
due 45 days after the PRDA release. For details about the NAVWAR
program and the goals of this Evaluation phase, see the R&D Advance
Notice published in the CBD on 12 Mar 96. The Government may award one
or more contracts for this phase and cost-sharing may be considered.
Contract award for the Evaluation phase is anticipated for Aug 96 with
data deliveries in Aug 97. Those offerors having applicable interest,
qualifications, capability and background that have not responded to
the 12 Mar 96 CBD announcement, should submit a letter stating their
interest to SMC/CZK, 2435 Vela Way, Suite 1613, Los Angeles AFB, CA
90245-5500, Attn: Capt Julie Wittkoff. Qualified offerors must possess
a Secret facility clearance and approved classified material storage
container(s) in order to receive and store classified portions of
Government-Furnished Information (GFI) to perform this effort. This
acquisition requires the prime contractor(s) to be U. S. owned and
controlled and on-shore. Off-shore subcontractors are authorized for
non-restricted portions of the acquisition. Offerors must indicate
whether they are a Small Business concern, use Standard Industrial
Classification Code 8731 (1,000 employees). The government reserves the
right to award to a Small Business (SB), Small Disadvantaged Business
(SDB), or to Historically Black Colleges and Universities
(HBCU)/Minority Institutions of Higher Learning (MI), if after
evaluations, the capability to perform is determined. If proposals are
received of equal caliber, preference will be given to SB, SDB, and
HBCU/MI. An Ombudsman has been appointed to hear concerns from offerors
or potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the Program Director or the Contracting Officer, but to
communicate contractor concerns, issues, disagreements and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals nor in the source selection process. The
