66 -- EDWARDS HIGH VACUUM AUTO 306 SOL Q610491 DUE 042696 POC Linda Shariati (301) 975-5053 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is Q610491 and the solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-32. The standard industrial classification (SIC) code is 3825 and the small business size standard is 500 employees. The contract line item numbers (CLIN), items, quantities and units of measure are: CLIN 0001 Vacuum System #E09010000, 1 each; CLIN 0002 Vacuum Chamber #09027000 with access, 1 each; CLIN 0003 Resistance Evaporation Accessories #E09028000, 1 each; CLIN 0004 Sputtering Accessories #E09302000, 1 each; CLIN 0005 Film Thickness/Rate Measurements, 1 each; CLIN 0006 Source Shutter #E09032000, 2 each; CLIN 0007 Rotary Substrate Holder #E09053000, 1 each; CLIN 0008 Top Plate Counterbalance #E9062000, 1 each; and, CLIN 0009 Gold Target, 1 each. The National Institute of Standards and Technology (NIST) intends to obtain the Edwards High Vacuum Auto 306 for Gold/Chrome Deposition with the vacuum system, the cylindrical borosilicate glass vacuum chamber with baffle plate, resistance evaporation accessories, magnetron sputtering accessories, film thickness/rate monitor, source shutter, rotary substrate holder, top plate counterbalance, and 4'' diameter, 1/16 inch gold target. This instrument will be used to prepare materials for research in the Biomolecular Materials Group of the Biotechnology Division of NIST. Since these materials are used for studies involving high precision and reproducibility, the quality (micro-roughness, uniformity of thickness, level of contamination, reproducibility, etc.) of the film produced is an essential consideration. Intelligent high-vacuum-valve-opening-routine of the Auto 306 vacuum system provides continuous protection of our substrates from contamination. The instrument shall guarantee a film non-uniformity of less than 5 percent over a 30 cm2 area. The system shall provide automatic pressure control during sputtering, which shall significantly improve the reproducibility of sample preparation. The system shall provide a power back-up mechanism so that the process integrity is assured even in case of power failure. The system shall provide protection from back-streaming during the rough pumping. Film thickness monitoring should provide at least 0.1 Angstrom rate/thickness resolution and RS232 interface. Laboratory space can only allow for a system in which utilities enter from the side and which installs flush against the wall with the following dimensions: 1.45 meters high; 0.9 meters wide; and 0.6 meters deep . The Contractor shall provide installation and start-up services. The Contractor shall provide a warranty period of 12 months after installation and start-up services. NIST requires delivery of the system within 16 weeks from receipt of the contract. FOB Destination. The place of delivery, acceptance, and FOB is: NIST, Bldg 221, Room B361, Gaithersburg, Maryland. The provision at FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The Government will award a contract resulting from this CBD solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government on a price basis. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.
