USAID/South Africa plans to issue a full and open competition
solicitation under the Equity in Integrated Primary Health Care
Project, for an initial 5 year period, to obtain a contractor to
provide technical assistance, commodity procurement, in-country
training, and possibly overseas participant training, to assist South
Africa's Government of National Unity (GNU) to develop a more equitable
and effective system for providing integrated primary health care (PHC)
services to underserved populations. The contract will provide support
to make the strengthened system operational in one ''focus province,''
and concurrently, will assist GNU central and provincial authorities to
utilize the lessons learned in the focus province to replicate the
system nationwide. The contract will further assist the GNU to achieve
six major outputs over the project period, both in the focus province,
and, in most, if not all of the remaining eight provinces: (1 increase
access to an integrated package of PHC services, (2) develop an
effective referral system, (3) enhance public-sector capacity to manage
the integrated PHC program down to the community level, (4) improve the
efficiency and effectiveness of PHC delivery, (5) institutionalize the
capacity for effective PHC training, and (6) improve the information
base for decision-making, program development, management, and
monitoring and evaluation. Contract will be negotiated on a cost plus,
performance-based, contracting mode. It will contain a two-year option
renewal, and the option will be priced in the initial competition, but
will utilize an economic price adjustment methodology. Expected start
date of contract services is November 1, 1996. Solicitation is
anticipated to be released on or about April 15, 1996. USAID encourages
the participation to the maximum extent possible of Small Business,
Small Disadvantaged Business, and Women-owned concerns in this activity
as prime or subcontractors in accordance with Part 19 of the FAR. In
this respect, it is anticipated that the prime contractor(s) will make
every reasonable effort to identify and make maximum practicable use
of such concerns. To help identify potential subcontractors, a list of
all organizations requesting a copy of the solicitation will be
included with each solicitation issued. By providing the list, USAID
does not endorse the listed organizations as being capable of carrying
out the activity, nor does AID verify the claimed status of the
organizations. Necessarily, the list will contain the names of only
those organizations known prior to the issuance of the solicitation.
The preferred method of distribution of USAID procurement information
is via the Internet or by request of a solicitation on a 3.5'' floppy
disk (Word Perfect 5.1/5.2 format). Offerors requesting a copy of the
RFP should specify if they prefer a hard copy or a diskette. This CBD
