GP24L/Contracting Officer This notice is a combined Synopsis/RFQ for
commercial items prepared in accordance with FAR Subpart 12.6 as a
supplement with additional information included in this notice -- This
notice serves as the only solicitation; quotes are being requested and
a written solicitation will not be issued -- This notice is being
issued as a Request for Quotes (RFQ) for a Prism Coupler System,
Quantity: one (1) system, Metricon Model No. 2010 with 2010-P-4 or
equal meeting the following specifications: (1) The Prism Coupler
System shall be capable of measuring accurately both the thickness and
the refractive index of polymer films with refractive index range of
1.4-2.0; (2) The index resolution shall be +/- 0.0005; (3) A complete
system shall include a prism coupler with one (1) prism and a 633 nm
He-Ne laser compact thermal printer with options to permit observation
of TM modes, Metricon Model #2010TM or equal, and secondary input port
for 440-1060 nm using silicon detector, Metricon Model #2010-SBL-VIS or
equal; (4) The system shall rapidly and accurately measure both the
thickness and the refractive index of thin films -- This procurement is
being conducted under the Simplified Acquisition Threshold (SAT)
portion of the Federal Acquisition Streamlining Act (FASA) -- The
provisions and clauses in the RFQ are those in effect through FAC 90-34
-- All responsible business sources may submit a quote which shall be
considered by the agency -- Delivery to MSFC (FOB Destination) is
required within 30 days ARO -- Quoters shall provide the information
required by FAR 52.212-1 -- The quoter shall complete FAR 52.212-3 and
submit it as part of their quote -- FAR 52.212-4 and 52.212-5 are
applicable with the exception of 52.212-5(b): 52.203-6, 52.203-10,
52.219-8, 52.219-9, 52.219-14, 52.225-9, 52.225-17, 52.225-21,
52.247-64, 201-39.5202-3, and all of 52.212-5(c) -- The quoter shall
state in their quote their size status for this procurement as well as
whether they are minority or woman-owned -- The SIC code and the size
standard for this procurement are 3827 and 500 employees, respectively
-- If other than the brand name identified is quoted, then the quoter
shall indicate the manufacturer, brand, and model/part number quoted
and provide a description in sufficient detail to show that the product
quoted meets the brand name identified-- The quoter shall provide a
description (including manufacturer, brand, and model no.) in
sufficient detail to show that the product quoted meets the
specifications included in this notice -- If the end product(s) quoted
is other than domestic end product(s) as defined in the clause
entitled ''Buy American Act -- Supplies,'' the quoter shall so state
and shall list the country of origin -- The quoter shall identify place
of performance in their quote -- The DPAS rating for this procurement
is DO-C9 -- Questions regarding this acquisition must be submitted in
writing no later than April 10, 1996 -- Companies shall notify this
office of their intent to submit a quote -- Transmission by facsimile
to 205-544-9080 or by Internet e-mail to glynda.meeks@msfc.nasa.gov is
acceptable -- Quotations (including FAR 52.212-3, Representations and
Certifications which may be obtained via the internet at

1996, to the address specified above to the attention of Glynda H.
Meeks/GP24M -- Selection and award will be made on an aggregate basis
to the lowest priced, technically acceptable quoter -- Technical
acceptability will be determined by information submitted by the quoter
providing a description in sufficient detail to show that the product
quoted meets the Government's requirement -- The period of time
expected for the Contracting Officer to solicit/evaluate vendor quotes
and issue the purchase order will be approximately 35 days from
publication of this notice in the CBD -- An ombudsman has been
appointed to hear concerns from quoters, potential quoters, and
contractors during the preaward and postaward phases of this
acquisition -- The purpose of the ombudsman is not to diminish the
authority of the contracting officer or the selection official, but to
communicate concerns, issues, disagreements, and recommendations of
interested parties to the appropriate Government personnel and to work
to resolve them -- When requested, the ombudsman will maintain strict
confidentiality as to the source of the concern -- The ombudsman does
not participate in the evaluation of quotes, the source selection
process, or the adjudication of formal contract disputes -- Interested
parties are invited to call the installation ombudsman, Susan M. Smith
at 205-544-0012 -- Concerns, issues, disagreements, and recommendations
which cannot be resolved at the installation may be referred to the
NASA ombudsman, Thomas S. Luedtke at 202-358-2090 -- This solicitation
and any related documents to this procurement will be available over
