replacing the existing steam and condensate lines from Chase ''C'' to
manhole #8 at the U.S. Coast Guard Academy. This project contains
hazardous material; the existing lines are insulated with asbestos.
This acquisition is unrestricted based on Full and Open Competition;
SIC Code 1711. The contract resulting from this acquisition will be
awarded to that responsible bidder whose bid, conforming to the
invitation, will be most advantageous to the Government, considering
only price and price-related factors. The price is estimated to be
within the range of $100,000 and $250,000. It is intended to award a
Firm Fixed Price contract. Requests must be made in writing,
specifiying solicitation number; telephone requests will not be
honored. All requests shall be accompanied by a $20.00 non-refundable
check payable to the U.S. Coast Guard. This Notice is for informational
purposes for Minority, Women-Owned and Disadvantaged Business
Enterprises: The Department of Transportation (DOT), Office of Small
and Disadvantaged Business Utilization (OSDBU), has programs to assist
minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, payment, and performance bonds up to
$1.0 million per contract. The DOT provides an 80 percent guaranty on
the bond amount to a surety against losses. Loans are also available
under the DOT Short Term Lending Program (STLP) at prime interest rates
to provide accounts receivable financing. The maximum line of credit is
