58 -- VIDEO TELECONFERENCING SYSTEM (COMPRESSION LABS INC. The Air Force Flight Test Center (AFFTC) has a requirement for a Compression Labs Inc. Rembrandt based video teleconferencing system. The system shall include: (a) audio equipment (microphones, controllers/mixers, equalizers, amplifiers, loudspeakers, and echo cancellers), (b) video equipment (cameras, lenses, pan/tilt system, S-VHS editing recorder, routing/distribution/control displays, and projectors), (c) transmission equipment (digital video Codec CLI-CTX, CLI-CTX-plus, and CCITT H.261 (PX64)), (d) audiovisual controller, (e) racks and cabinets, and (f) connectors, wiring, and other peripherals as needed for proper installation of the system. The resultant contract is anticipated to include a basic period for purchase of the system, integration, installation in an Air Force facility, and connection to government furnished encryption devices (KG-94A/194) and communication network. Maintenance and equipment interoperability/interchangeability requirements, related to a previously contracted video teleconferencing system designated to be delivered to the Air Force, necessitate the use of specific manufacturers' equipment. A list of this specific equipment will be provided in the Request for Proposals. Equipment substitutions may be proposed, however, the contractor must clearly demonstrate that any equipment substitutions will meet the same form/fit/functional requirements while also being interchangeable (both forwards and backwards) with the equipment listed. The contractor shall have current NSA certified installers, experience with NACSIM-5203A and MIL-HDBK-232 requirements, and have clearance to access classified COMSEC. The contractor shall possess a corporate security clearance up to the secret level. The video teleconferencing system shall be installed by 03 Jun 97.
