at (510) 302-4238. The Contractor shall operate and manage the Fleet &
Industrial Supply Center Oakland (FISCO), Associate Transition Support
Center (ATSC) Office. This entails the daily operation of a career
transition/job search office, career counseling, interaction with
external agencies, providing reports (deliverables) and career
transition workshops for all FISCO employees (associates). Services are
required five (5) days per week, Monday through Friday, eight (8) hours
per day, from 0730 to 1430 hours, except federal holidays. This
contract will begin on the date of award and continue through 30
September 1996. The contractor shall designate a focal point of contact
(POC) to handle the day-to-day administration of this contract. This
individual shall be responsible for deliverables, office organization,
cleanliness, safety, security, proper conduct of personnel, work
scheduling, and employee management. All federal employee files and
documentation generated by the contractor (hard copy or on computer)
shall be considered property of the government, shall remain in place
at the ATSC office at all times, and at completion of this contract.
All contractor operated ATSC operations shall be conducted in one
enclosed and securable office area. Standardized Procedures: The
contractor shall develop standardized procedures for Daily/Weekly
Operation Requirements, providing Professional Career Counseling
Services, career Transition Workshops, Consultation with FISCO
Transition Coordinator, Interaction with External Agencies, Record
Keeping, Deliverables, operations and Management of the ATSC office,
within 30 days of contract award, to be approved by the Contracting
Officers Representatives (COR). The contractor shall provide
professional career counseling services on a regularly scheduled basis,
not to exceed 12 hours per week. Workshops on a pre-scheduled weekly
basis, four hours per week basis maximum. Workshop size will be kept at
12 or under and topics shall relate to the career transition and job
search process. Contractor shall develop and publish a monthly schedule
of workshop topics with time to provide a course outline for each
workshop. The contractor shall establish a rapport and consult with
FISCO Transition Coordinator (who is also the Contracting Officers
Representatives from the Oakland Private Industry Council and
California Employment Development Department. Record Keeping: The
contractor shall design and maintain a daily and a monthly associate
visitation office log. Deliverables: A comprehensive, well organized
Start-Up package, including representative workshop lesson plans,
handouts, and counseling materials shall be delivered to the COR within
15 days contract award. The contractor shall design and provide a
monthly status report to the COR documenting the ATSC office usage,
workshop attendance, counseling session(s) held, and a minimum of two
years experience managing/operating an outplacement/career transition
office and demonstrated experience in outplacement/career transition.
Every career counselor shall have at least three years experience in
outplacement/career transition, with demonstrated experience assisting
public sector employees. Personnel managing/operating the ATSC office
shall be personal computer (PC) literate, familiar with on-line
information/communication systems (e.g., Internet), and have proven
one-on-one PC assistance/training skills demonstrated in their resumes.
