JAPAN: COSMETICS The following notification is being circulated in accordance with Article 10.6. G/TBT/NOTIF. 96.49. 1. Member to Agreement notifying: JAPAN. If applicable, name of local government involved (Articles 3.2 and 7.2): 2. Agency responsible: Ministry of Health and Welfare. 3. Notified under Article 2.9.2. 4. Products covered (HS or CCCN where applicable, otherwise national tariff heading. ICS numbers may be provided in addition, where applicable): Cosmetics (HS:33, 34). 5. Title and number of pages of the notified document: Revision of Japanese Cosmetics Ingredients Codex (JCIC) (available in Japanese, 10 pages). 6. Description of content: Ministry of Health and Welfare will revise JCIC (technical regulation) which stipulates on names and specifications of ingredients of the cosmetics that require Ministerial approval under the provisions of Article 14, paragraph 1 of the Pharmaceutical Affairs Law. 7. Objective and rationale: To simplify approval system of cosmetics and shorten the time for approval. 8. Relevant documents: The basic law is the Pharmaceutical Affairs Law. This revision will appear in ``KAMPO'' (Official Government Gazette) when adopted. 9. Proposed date of adoption and entry into force: April 1996. 10. Final date for comments: 15 April 1996. (086)
