This is not an IFB nor RFP. No solicitation exists and requests for a
copy of a solicitation package will not be considered. McDonnell
Douglas Space & Defense Systems-KSC (MDS&DS) is seeking to identify
potential sources which can provide a, 120VDC, 30 AMP, power source.
The requirement is to provide ground power to International Space
Station components prior to launch and after landing. Responsible
Sources of commercial off the shelf or modified commercial off the
shelf power supplies must meet the following QUALIFICATION
REQUIREMENTS: (The voltage output at the load is required to be in an
envelope of 114.5-127.5 volts dc with a nominal operating voltage of
121 volts dc. The units require an IEEE 488 interface with the
capability of handling at a minimum the following commands and
measurements, power on-off, voltage adjust, current limiting, and
monitoring of voltage and current. The units also require a remote
sense circuit capable of sensing the output voltage at the load point
located 475 feet from the source. The cabling network has the following
characteristics, a cable resistance of .6 ohms, a cable capacitance of
.05 microfarads, and a cable inductance of 52 microhenrys. The unit
will supply power to a dynamic load, thus the source is required to
have a transient voltage range of 97.5-144.6 volts, and a transient
recovery time of .85ms or less for a 1.5 kw load change within the full
load rating. The maximum allowable ripple voltage is 3 volts peak to
peak. The required source impedance for frequencies of 100 Hz and below
is .12 ohms or less. For a frequency of 10 KHz the source impedance is
1 ohm or less. There is a requirement to package 2 supplies in a rack
and to have a switching circuit between the supplies to provide
redundant power (a total of 4-6 racks required).) In the event an RFP
is issued the total quantity of power supplies will be 8 to 12 . The
required delivery date for the first unit is seven to nine months ARO.
The remainder of the units may have a phased delivery over a one year
