Army Engineer District, Walla Walla intends to issue a Request for Quotations (RFQ) to provide an investigation of existing generator features, characteristics and limitations, and produce a technical report on the uprate potential of one style of generator at Harbor Dam Project, Units 1, 2, and 3, Pasco, Washington. The selected contractor shall provide a technical report, including sketches, analyses, etc.; a response and resolution of review comments; and minutes of all meetings between the contractor and the Corps of Engineers. Proposals will be evaluated in accordance with the following evaluation criteria factors, which are of equal importance: (1) The offeror's plan for gaining access to proprietary design data or for subcontracting portions of the work to General Electric Corporation, (2) The extent of testing proposed in the Statement of Work, including the amount of time a unit will be required to be out of service and any special operating conditions required for the testing, (3) Qualifications and experience of technical staff, (4) Past performance on similar studies, (5) Price. Evaluation criteria may be modified during the solicitation stage. After evaluation, the contract will be awarded to that offeror whose proposal best meets the requirements of the solicitation. The Government may award a contract based on initial offers received, without discussion. This is not a RFQ, but is a notice of the Government's intent to issue a RFQ which will result in a firm, fixed price contract. The Standard Industrial Classification (SIC) code for this acquisition is 8711. The small business size standard is that average annual receipts for its preceding 3 fiscal year periods must not exceed $2.5 million. This announcement is open to all businesses regardless of size.
