D -- AUTOMATED PATENT SYSTEMS (APS) SOL 50-SAPT-4-00319 DUE 040996 POC James H. Murphy, Contracting Officerr, 703-305-4176 The Patent and Trademark Office (PTO) intends to exceed Contract No. 50-SAPT-4-00319 with Planning Research Corporation (PRC) from October 1, 1996 to September 30, 1997, for systems integration activities in support of the Automated Patent System (APS). The current contract ceiling limit will not be affected by this extension. The PTO is currently in the process of conducting a competitive procurement for systems development and maintenance (SDM) contractor support which will replace systems development activities under the current APS contract. The PTO has a continuing requirement for APS systems integration support until the replacement contract is awarded. In addition, there is a requirement for a transition period of performance from PRC, Inc. to the replacement contractor(s). This transition period will allow the PTO to be provided with it's required level of support without delay or interruption. The modification to extend Contract No. 50-SAPT-4-00319 includes all system integration activities related to the APS including requirements analysis, design, development, implementation, and post-implementation activities. The proposed contract action is for services which the Government intends to solicit with only one source under authority of FAR 6.302. At this time, PRC Inc. is deemed the only responsible source and no other supplies or services will satisfy agency requirements for the extension period for the continued support of the development of APS. Any award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition and would cause unacceptable delays in fulfilling the agency's requirements. Concerns which believe they have the ability to furnish the specified support are requested to give written notification within 15 calendar days from the date of this synopsis.
