solicitation is a 100% Small Business Set-Aside. The Virginia
Contracting Activity of the Defense Intelligence Agency intends to
issue a soli- citation for software application enhancement and
maintenance services to support an existing National and DoD
intelligence production requirements management system. This production
requirements management system takes advantage of a client/ server
environment architecture, replication server, and a 4GL object-oriented
development tool. The system is also an application on the Joint
Deployable Intelligence Support System (JDISS). The project will
require development of system enhancements as approved by members of
the Configuration Control Board; maintenance of application software;
development of production matrix maintenance for the functional
management staff; software installation, training and SUNSparc
workstation installation/configuration at National and DoD intelligence
user sites; development of interfaces to selected applications/
systems; development of computer-based training mechanisms; development
of an ad hoc reporting capability; and providing user assistance as
required. With the exception of software installation and training at
user sites, all work will be performed at DIA. Work must ensure
compliance with DoDIIS standard architecture guidance and remain
compatible with future versions of JDISS. Associated travel may consist
of one trip per site for installation updates of hardware, software and
training and includes the following sites: Unified Commands,
intelligence community production centers, and Service headquarters and
validation offices both in CONUS and OCONUS, and will not exceed one
trip per site for initial installations and training. However, as
occasional operational requirements are determined, additional travel
may be required (i.e., Exercise support). Contractor will be required
to provide briefings and demonstrations to a variety of audiences.
Additionally, contractor is responsible for updating the Requirements
Definition Document (RDD), User's Manual, and associated security
documentation, as appropriate. Contractor may be requested to provide
assistance with migration system requirements, as deemed appropriate.
The contractor MUST possess a current SCI security clearance, have an
in-depth knowledge of client-server environment architecture, have
experience in Sybase Replication Server, be conversant in GAIN
Extension Language (GEL) and Sybase SQL, have experience with the UNIX
operating system, have an understanding of DoDIIS design
specifications, JDISS, and SMTP methodology, and be familiar with
National and DoD intelligence production requirements management. All
